Approval of Improvements

16.32.010 Approval prerequisite to construction--Conditions--Fee required when.

Plans for each improvement shall be approved by the public works superintendent and the city engineer before construction is commenced, provided that:

(1)    Where the improvement is to be financed by a local improvement district, the engineering costs will be included as an item to be borne by the property specially benefitted thereby; and

(2)    Where the improvements are to be installed by the developer at his expense and dedicated to the city, plans and specifications of the improvements shall be submitted by the developer to the public works superintendent. The public works superintendent shall review these plans and specifications prior to giving his approval. A fee is extablished to defray the cost of the review by the public works superintendent. The fee shall be in the amount of five percent of the total estimated cost of the improvement. The fee shall be paid prior to the review of the plans and specifications by the public works superintendent and receipt thereof shall be a condition precedent to the public works superintendent's approval.
