16.48.010 Bond in lieu of actual construction of improvements permitted when.

(a)    In lieu of the completion of the actual construction of any required improvements prior to the approval of a final plat, the city council may accept a bond, in an amount and with sureties and conditions satisfactory to it, or a cash deposit in the identical amount of the bond, providing for and securing to the city the actual construction and installation of such improvements within such period of time as shall be specified by the city council and expressed in the bond.

(b)    The city may require the subdivider, in addition, to post a bond in an amount and with sureties satisfactory to it, or a cash deposit in the identical amount of the bond, securing to the city the successful operation of improvements for any period of time up to two years after final approval and final acceptance of such improvements. 16.48.020 Improvements--City engineer authority.

Improvements such as structures, sewers and water systems shall be designed and certified by or under the supervision of the city engineer, or any other registered civil engineer acting on behalf of the city, but not an engineer connected in any way with the platting or subdividing of the land for which subdivision approval is sought. (Ord. 979 §12.01(3), 1975).

16.48.030 Improvements--Conditions for city council acceptance.

There shall be no final acceptance of any improvements by the city council until acceptance thereof has been recommended by the city engineer or by any other registered civil engineer acting on behalf of the city. (Ord. 979 §12.01 (4), 1975).

16.48.040 Bond or deposit enforcement--Statutory authority.

The city may enforce the bonds, or cash deposits, in the manner provided for in RCW 58.17.130. (Ord. 979 §12.01 (5), 1975).

16.48.050 Cash deposit investment requirements.

Cash deposits, if any, to the extent not required by the city to apply on costs provided for in this title, shall be kept invested by the city in insured savings accounts in banks or savings and loan associations, and shall be paid to the subdivider, together with all accrued interest, when all city requirements and conditions have been met.
