Article I. Standards

13.55.010 Standards.

It shall be unlawful for any person, firm, or corporation to install any fire hydrants in the City of Mountlake Terrace unless the same are constructed and installed in accordance with the plans and specifications as set forth in City Engineer’s plans MT-G1, MT-G2, MT-G3, and MT-G4, dated May 31, 1955, three copies of which have been filed with the City Clerk. (Ord. 36 § 1, 1955).

13.55.020 Violation – Penalty.

Any violation of this article shall be deemed to be a misdemeanor, and shall be punished by a fine not to exceed $300.00 or by imprisonment not to exceed 90 days or by both such fine and imprisonment. (Ord. 36 § 2, 1955).

Article II. Location and Property Owner Responsibility

13.55.030 Purpose.

The passage of the ordinance codified in this article is necessary for the protection of the health, safety and welfare of the citizens of the City of Mountlake Terrace, Washington. (Ord. 108 § 9, 1958).

13.55.040 Grid system.

There is hereby established in all areas of the City of Mountlake Terrace a grid system of fire hydrant locations, said locations to be 660 feet distance from each other in all single-family residential zone areas, and 330 feet distance from each other in all other zoned areas, and so located as to be at all intersections as nearly as may be practicable. The precise location of individual fire hydrant locations shall be established by the City Manager, and a map showing said locations shall be filed with the City Clerk. 13.55.050 Commercial zones.

The owner of any building located within any area zoned for business or commercial purposes which is within 165 feet of any fire hydrant location as set forth in said grid system shall install a fire hydrant at said location at his own expense, if one is not already so installed, together with whatever pipes and connections are necessary to connect said hydrant with the existing water supply of the City of Mountlake Terrace. 13.55.060 Installation by two or more property owners.

If any one fire hydrant is required to be installed by two or more property owners, then the cost thereof shall be borne by said property owners equally. (Ord. 108 § 3, 1958).

13.55.070 Schools – Churches – Rest homes – Apartments – Places of public assembly.

The owners of all property used for schools, churches, rest homes, residential apartments, places of public assembly, and buildings of over 2,000 square feet in floor area, exclusive of private residences, shall comply with the provisions of MTMC 13.55.050. (Ord. 108 § 4, 1958).

13.55.080 Residential subdivisions.

In all property proposed to be platted or subdivided for residential purposes, before final approval of the plat, fire hydrants shall be installed at all street intersections, unless otherwise specified by the City Manager, but in no case shall the distance between hydrants be more than 660 feet. (Ord. 108 § 5, 1958).

13.55.090 Conformance required.

All fire hydrants installed pursuant to the provisions hereof shall comply with the ordinances of the City, and the exact location thereof shall be determined by the City Manager. (Ord. 108 § 6, 1958).

13.55.100 Water main size.

The minimum size water main for fire hydrant systems shall be six-inch cast iron in residential areas and eight-inch cast iron in the commercial areas. (Ord. 168, 1959; Ord. 108 § 7, 1958).

13.55.110 Nonconforming hydrants.

If there is presently existing any fire hydrant at a location as described in MTMC 13.55.040 which said existing hydrant does not conform with the ordinances of the City of Mountlake Terrace, then the same shall be replaced by a fire hydrant which does so conform. Said replacement shall be made in the manner and by the persons described in MTMC 13.55.050 and 13.55.060. (Ord. 108 § 8, 1958).

13.55.120 Violation – Penalties.

Any person who owns, occupies or uses property not located with respect to a fire hydrant as required to be installed by the provisions of this article or who violates any provision hereof, shall be guilty of a misdemeanor and shall be punished by a fine not to exceed $300.00 or by imprisonment in the City jail for a period not to exceed 90 days or by both such fine and imprisonment.
