19.05.010 Title.

The provisions of this title of the City of Mountlake Terrace Municipal Code shall be known as the “City of Mountlake Terrace Zoning Ordinance.” (Ord. 2074 § 1.1, 1995).

19.05.020 Enactment.

The provisions of this title have been adopted by ordinance of the City of Mountlake Terrace City Council, pursuant to Chapter 36.70 RCW and Article XI, Section 11 of the Washington State Constitution, and shall become effective in June 1995. (Ord. 2074 § 1.2, 1995).

19.05.030 Purpose.

The general purposes of this title are:

A. To further the purpose, policies, and objectives of the City of Mountlake Terrace Comprehensive Plan together with subsequent amendments thereto.

B. To provide procedures and criteria in order to guide and regulate the physical development of the City of Mountlake Terrace for the purpose of promoting the health, safety, and welfare of the general public.

C. Objectives. In fulfilling the general purpose of this title, achievement of the following objectives is intended:

1. To guide the future growth and development of the City of Mountlake Terrace in conformance with the Comprehensive Plan, as amended, through the adoption of the land use regulations of this title and the Official Zoning Map in accordance with state law;

2. To protect property rights and values and secure the most appropriate uses of land;

3. To provide for desirable, appropriately located residential areas with a variety of affordable housing types at a wide range of population densities, with adequate provision for sunlight, fresh air, privacy, usable open space, landscaping, and with minimal adverse environmental impacts;

4. To prevent overcrowding of the land and secure safety from fire;

5. To ensure conservation and enhancement of all natural resources;

6. To ensure preservation of adequate space for residential, commercial, industrial, and other activities necessary for a healthy, prosperous economy;

7. To encourage provision, maintenance, and preservation of parks and recreation facilities;

8. To provide opportunities for employment and business establishments to concentrate on efficient operation in mutually beneficial relationship to each other and to shared services;

9. To promote safe and orderly movement of people and goods, including the provision of adequate off-street parking and loading and encouragement of alternative modes of transportation;

10. To plan for future development of the City of Mountlake Terrace in an orderly fashion, to facilitate the provision of adequate public improvements and services;

11. To provide a method of administration and prescribe means of enforcement of the land use regulations described in this title;

12. To ensure that land use decisions are in accordance with the public interest. (Amended by City request, 1/11; Ord. 2074 § 1.3, 1995).
