3.32.010 Established.

The county establishes the procedure set out in this chapter for its purchase of materials, equipment or services involving amounts between $2,500 and $25,000. (Res. 22-92, 1992).

3.32.020 Annual lists.

All county departments shall annually submit to the commissioners office a list of general categories in which purchases of between $2,500 and $25,000 are anticipated, along with a list of potential vendors of said categories. (Res. 22-92 § 1, 1992).

3.32.030 Publicizing vendor list.

The county shall publish in the official county newspaper a notice of the existence of a vendor list for said categories and solicit the names of vendors for the list. (Res. 22-92 § 2, 1992).

3.32.040 Roster.

The county administrative coordinator shall compile a roster for each category consisting of all potential bidders who have requested to be included on the roster. (Res. 22-92 § 3, 1992).

3.32.050 Quotations – Awarding.

The county shall secure telephone or written quotations, or both, from at least three different vendors listed on the appropriate roster, whenever possible, for each purchase between $2,500 and $25,000, and shall award the contracts for the purchase of any materials, equipment, supplies or services to the lowest responsible bidder. (Res. 22-92 § 4, 1992).

3.32.060 Bid recording.

Immediately after an award is made for a purchase, the bid quotations obtained shall be recorded and open to public inspection and shall be available by telephone inquiry. (Res. 22-92 § 5, 1992).

3.32.070 Unapproved contracts or agreements.

A. The board of Okanogan County commissioners directs all departments to present contracts or agreements entered into without prior approval of the board to the board for signature.

B. In situations where an unbudgeted contract or agreement under the amount of $25,000 must be signed before the next meeting of the board of commissioners, the department head or the project manager may sign such an agreement.

C. Any agreement so signed will be brought to the board of commissioners for its review at their next board meeting. (Res. 99-95, 1995).
