11.32.010 Numbering system established.

There is established a uniform system of numbering properties and principal buildings and an official system of street names in the city. (Ord. 1491 § 1 (part), 2017: Ord. 996 § 1 (part), 1997).

11.32.020 System described.

(a)    All properties or parcels of land within the corporate limits of the city shall be identified by reference to the uniform numbering system adopted in this chapter; provided, all existing numbers of property and buildings not now in conformity with provisions of this chapter shall be changed to conform to the system adopted in this chapter.

(b)    All streets shall be named and all buildings shall be numbered in a manner that is consistent with the addressing system necessary to implement enhanced 911 service within the city and the county.

(c)    Where any building has more than one entrance serving separate occupants, a separate number shall be assigned to each entrance serving a unit.

(d)    Buildings shall be assigned the address falling within the addressing interval in which the main entrance falls. If the main entrance of the building falls exactly upon the line which divides an interval from the next higher interval, either the number of the lower interval or the number of the next higher interval will be assigned to that entrance.

(e)    Multiple-family dwellings having only one main entrance shall be assigned only one number and separate apartments in the building will carry a sub-designation such as A, B, C, in addition to the number assigned to the main entrance of the building.

(f)    Duplex houses having two front entrances shall have a separate number for each entrance. In the event that both entrances fall within the same increment, either the preceding number or next highest number shall be used for one entrance number, and the interval number in which the entrances fall shall be used for the other entrance.

(g)    All streets running north and south shall be designated as “avenues‚” and all streets running east and west shall be designated as “streets.” The city may also approve designations such as “Boulevard‚” “Place‚” “Lane” and “Drive.” The baseline for this system shall be the intersection of Broadway and Main. All numbering shall progress from that point and from those baselines. Even numbering shall be on the east side and odd numbering shall be on the west side of streets north of the baseline. Even numbering shall be on the west side and odd numbering shall be on the east side of streets south of the baseline. Even numbering shall be on the north side and odd numbering on the south side of streets west of the baseline. Even numbering shall be on the south side and odd numbering on the north side of streets east of the baseline. For streets that do not run mostly in a direction along the compass points, the numbering shall be consistent with compass direction the street most closely follows. 11.32.030 Buildings on streets not extending to baseline.

All buildings facing streets not extending through to the baseline shall be assigned the same relative numbers as if the street had extended to the baseline. (Ord. 1491 § 1 (part), 2017: Ord. 996 § 1 (part), 1997).

11.32.040 Numerals.

(a)    Numerals indicating the official number of each building or each front entrance to such building shall be conspicuously placed immediately above, on, or at the side of the proper door so that the number can be seen plainly from the street line.

(b)    The numerals used shall be not less than three inches in height and shall be of durable and clearly visible material. (Ord. 1491 § 1 (part), 2017: Ord. 996 § 1 (part), 1997).

11.32.050 Numbering book.

For the purpose of facilitating a correct numbering, a numbering file of all streets, avenues, and public ways within the city showing the proper numbers of all houses or other buildings fronting upon all streets, avenues, or public ways shall be kept on file in the office of the building and planning department. The file shall be open to inspection of all persons during the office hours of City Hall. (Ord. 1491 § 1 (part), 2017: Ord. 996 § 1 (part), 1997).

11.32.060 Building department is to assign addresses.

It shall be the duty of the building and planning department to inform any developer and/or property owner of the number or numbers belonging to any said lot or property as provided in this chapter. In case of conflict as to the proper number to be assigned to any building, the community development director shall determine the number of such building. 11.32.070 New buildings.

Whenever any house, building, or structure is erected or located in the city and in order to preserve the continuity and uniformity of numbers of the houses, buildings, and/or numbers the owner of the property or developer shall immediately fasten the number or numbers so assigned upon the building as provided by this chapter. No building permit shall be issued for any house, building, or structure until the owner has procured the official number of the premises. Final approval of any structure, erected, repaired, altered, or modified after the effective date of the ordinance codified in this chapter shall be withheld by the city building official until permanent and proper numbers have been affixed to the structure. 11.32.080 Street name conformity.

(a)    City staff shall follow the general plan set forth in previous sections and such other rules as are set forth in this chapter.

(b)    If city staff finds an existing street has more than one name, the building/planning department shall recommend that the street shall bear the name under which it currently travels the longest distance both inside and outside of the city limits, unless circumstances, including addressing to comply with enhanced 911, indicate that another and different name would be desirable. The city council, if it sees fit, may hold public hearings at which interested property owners may express their views concerning the changing of the name or names of any street. 11.32.090 Subdivision plats.

Every subdivision plat submitted to the city, for its approval, after the effective date of the ordinance codified in this chapter, shall show the proper names of any and all streets and these street designations shall be approved by the city before such new streets are officially named. 11.32.100 Changing street names.

The city council, by ordinance, may change, rename, or name an existing or newly established street within the limits of the city at any time after the adoption of the ordinance codified in this chapter, upon recommendation of the building/planning department. 11.32.110 Names designated.

The names of certain streets and avenues of the city designated in this section are canceled and annulled, and the names of the streets and avenues of the city are renamed and shall be known and described as follows:

11.32.120 Other streets not affected.

The names of the streets and avenues of the city not changed in Section 11.32.110 shall remain and be known by their present designations according to their official plat. (Ord. 1491 § 1 (part), 2017: Ord. 996 § 1 (part), 1997).

11.32.130 Street signs.

The public works director is authorized and directed to take all necessary steps to have the names of the streets and avenues adopted in Section 11.32.110 spaced at suitable places along the streets and avenues within the city. (Ord. 1491 § 1 (part), 2017: Ord. 996 § 1 (part), 1997).

11.32.140 Future plats.

Before any plat of unplatted lands or replat of platted lands within the city is approved, the streets and avenues thereon and the names and numbers thereof shall be made to conform as nearly as practicable to the then existing streets and avenues of the city and to be consistent with the enhanced 911 addressing system. 11.32.150 Annexations.

Immediately upon the annexation of any plat of land to the city, the names and numbers of the streets thereon shall be changed to conform as nearly as practicable to the names and numbers of the then existing streets and avenues of the city or as is necessary to comply with the enhanced 911 addressing system.
