SEWER RESERVE FUND

3.24.010 Established.

There is hereby established a sewer reserve fund. The primary purpose of the fund shall be to provide a means by which a separate accounting may be made for receipt and expenditure of moneys received from land rent and sewer-user fees to be allocated to the design and construction of a new or upgraded sewer collection and treatment facility for the city of Palouse. 3.24.020 Allocation and transfer.

All rents received from land originally purchased for the site of a new wastewater treatment facility, as well as all moneys received from that portion of monthly sewer-user fees allocated to the design, construction, and testing of a new or upgraded sewer collection and treatment facility, shall be deposited into the fund. Such rents and moneys shall then be transferred and deposited from time to time into the existing sewer facility upgrade fund for use in the design, construction and testing of the collection and treatment facility, or for the payment of any debt incurred to finance such design, construction and testing.
