8.100.010 Created.

The Mobile Community Intervention Response Team program is hereby created and will hereafter be referred to as MCIRT. (Ord. 2019-55 § 1 (part), 2019)

8.100.020 Purpose.

MCIRT intends to reduce unnecessary involvement with first responders and emergency medical systems and promote recovery for persons with mental illness, chemical dependency, dementia, suicidal ideation, and other challenging behavioral and medical health care issues. MCIRT will provide Pierce County residents and first responders with a therapeutic, community-based alternative to jails and hospital emergency services. (Ord. 2019-55 § 1 (part), 2019)

8.100.030 Service Delivery Model.

The service delivery model is a multidisciplinary treatment team of qualified mental health professionals and is to be based on an approach that will reflect the needs in each Pierce County community MCIRT serves. Members of this team will provide mobile community services, including screening and assessment, counseling/therapy, first aid, housing counseling, intensive case management services, outreach, and therapeutic support services. 8.100.040 Priorities.

The primary priority of MCIRT is to offer the appropriate level of care and case management to individuals who over-utilize the 9-1-1 system, Emergency Medical Services and hospital emergency departments. MCIRT will provide care to any resident of Pierce County with a focus on high barrier individuals not connected with health services. (Ord. 2019-55 § 1 (part), 2019)

8.100.050 Monitoring.

MCIRT shall submit regular reports to the Pierce County Human Services Department which will contain, at a minimum, number of people and types of clients served, and geographic location of activities.

MCIRT shall report to the Pierce County Council on an annual basis. (Ord. 2019-55 § 1 (part), 2019)

8.100.060 Staff Support.

To the extent required and necessary, the Pierce County Human Services Department shall provide staff support to MCIRT. (Ord. 2019-55 § 1 (part), 2019)
