14.20.110 Golf Course Fees. Revised 6/19

A.    1.    All fees contained in subsections B., C., and D.3.-D.7. include sales tax.

2.    18-hole play cards may be purchased at any time. 18-hole play cards for 10 or 25 rounds may be used only Monday through Friday any time and after 11:00 a.m. on weekends and holidays.

18-hole play cards can be carried over from season to season until used.

3.    Twilight fees are available for play beginning four hours before sunset.

4.    All yearly and monthly passes purchased for any given year or month must be used between January 1 and December 31. Yearly passes for any given year can be purchased only between November 1 and March 1. Yearly passes may be used Monday through Friday anytime and after 11:00 a.m. on weekends and holidays.

14.20.120 Fee Adjustments.

A.    The Director of Parks and Recreation or Director's designee may negotiate fee adjustments or waivers:

1.    on the basis of individual hardship;

2.    to redress visitor complaints;

3.    to bona fide P&RS co-sponsors;

4.    for purpose of marketing and promoting the Department;

5.    when the Department will receive goods or services that are greater than or equal to the value of programs, services or facilities provided; or

6.    as published in the P&RS policy manual.

B.    The Director or designee may consider the following factors in temporarily adjusting or waiving fees:

1.    prevailing rates for comparable facilities;

2.    day of the week requested;

3.    season of the year;

4.    amenities of the park area and site;

5.    demand for facilities;

6.    low-income/individual hardship eligibility requirements as adopted by P&RS; and

7.    such other considerations as the Director or designee deems appropriate. The Director or designee shall prescribe the specific details and manner in which fees shall be applied.

C.    The Director or designee may also establish temporary fees for a maximum of one year for new facilities or services.

D.    The Director of Parks and Recreation may negotiate fee adjustments for golf related promotional activities, incentive programs and special events at Lake Spanaway Golf Course and Fort Steilacoom Golf Course. Promotional offerings shall not be greater than 40 percent on an aggregate basis, (i.e., a package price for green fee, cart and range balls will not total more than 40 percent off the regular price). Additionally, the redemption of points under a customer loyalty program shall not aggregate to over a 20 percent discount off of the regular price, (i.e., the points necessary to earn a free round shall be accrued in not less than 4 paid rounds). Promotional offerings using a third party internet vendor may be allowed up to 60 percent discount as authorized by the Director of Parks and Recreation solely for the purpose of marketing to new customers. Internet promotions would only be allowed in non-peak hours of the golf course operation.

E.    All fee adjustments and fee waivers must have written approval and shall be kept on file in the Office of Parks and Recreation.

F.    The Director of Parks and Recreation shall report to the Council any significant fee adjustments or waivers that exceed $1,000.00 as negotiated under the authority granted in PCC 14.20.120. Such report shall be made prior to November 1 of each year.

14.20.130 Donations and Sponsorships.

A.    The Director or designee may receive in trust any money donated or bequeathed to it, and carry out the terms of such donations or bequests, or, in the absence of such terms, expend the same as the Director may deem advisable for parks and recreation purposes.

B.    The Director may direct unspecified money that is donated or bequeathed toward a P&RS scholarship program to support youth development as published and provided for and described in P&RS policy.

C.    The Director or designee may negotiate co-sponsorship agreements to     promote and maintain public programs and services, and to develop and maintain relationships with qualified non-profit community organizations that are providing public service to the residents of Pierce County.

D.    The Director or designee shall establish policies and procedures to assure that current co-sponsorships have guidelines for sustaining public service and provide for new groups to be considered for co-sponsorship status based on guiding principles for public service.

14.20.140 Returned Check Charge.

A returned check charge shall be assessed against an account in cases where the County receives a returned check for payment of service charges. Said charge shall be the same charge assessed by the Finance Department, in accordance with its policy for returned checks as adopted and hereafter amended. 14.20.150 Administrative Work, Special Use Permits, Park Easements and Right of Entry Agreements.

As provided in PCC 14.08.040, permits are required for certain activities in park facilities. Special Use Permits, Park Easements and Right of Entry Agreements are required for non-traditional uses of Pierce County Parks and Recreation Services Department property to ensure public health and safety, and to protect natural resources and facilities.
