[Annotation: The ordinance codified in this chapter is an interlocal agreement between the city and Garfield County and cannot be amended or repealed without mutual agreement.]

2.48.010 Name.

There is established an organization which shall be known as the “Garfield County emergency management council.” (Ord. 627 §1 Ex. 1(part), 1983).

2.48.020 Purpose.

The purpose of the council is to implement and conduct an emergency management program in Garfield County, Washington, in accordance with the following ordinances:

A. City of Pomeroy Ordinance No. 627;

B. Garfield County Ordinance No. 12679. (Ord. 627 §1 Ex. 1(part), 1983).

2.48.030 Membership.

A. The following persons shall constitute the membership of the council:

The three county commissioners (voting members);

The mayor of Pomeroy (voting member);

The Garfield emergency management director (ex officio member).

B. The above members may appoint the following persons as alternates to represent them on the council:

1. A county commissioner may temporarily appoint the county assessor.

2. The mayor may temporarily appoint any elected city official.

C. An alternate so appointed shall be entitled to exercise the same voting privileges as the member he represents. (Ord. 627 §1 Ex. 1(part), 1983).

2.48.040 Officers.

A. The four voting members of the council constitute the governing body.

B. The officers are chairman and vice-chairman.

C. The director shall be appointed by a majority vote of the members of the council and his tenure shall be at the pleasure of the council. The director shall not serve as either the chairman or vice-chairman of the council.

D. The chairman of the council shall be elected by a majority vote of the members of the council.

E. It is the duty of the chairman to preside at all meetings and to perform such other duties as are commonly associated with this office.

F. It is the duty of the vice-chairman to perform all the duties of the chairman in the chairman’s absence.

G. It is the duty of the director to diligently study the problem of emergency management in Garfield county and to submit his recommendations to the council from time to time.

H. It is the duty of the director to prepare each year, and submit to the council for approval, a budget for the following year’s operation of the Garfield County emergency management council.

I. It is the duty of the director to supervise all of the emergency management activities undertaken by the council, to maintain adequate records of those activities, and to submit the same to the council when requested to do so. (Ord. 627 §1 Ex. 1(part), 1983).

2.48.050 Meetings.

A. The council shall meet upon call of the chairman or, in his absence or inability to call such meeting, upon the call of the vice-chairman. Meetings may also be called at the request of any four members of the council.

B. Three voting members shall constitute a quorum.

C. Each council member shall be entitled to one vote. (Ord. 627 §1 Ex. 1(part), 1983).

2.48.060 Funds.

All monies received by the Garfield County emergency management council shall be deposited with the city of Pomeroy and placed in a fund to be known as the “Garfield County Emergency Management Fund.” All disbursements will be made by warrant drawn against said fund in the manner prescribed by law. (Ord. 627 §1 Ex. 1(part), 1983).

2.48.070 Parliamentary authority.

The rules contained in the latest edition of Robert’s Rules of Order shall govern the council in all cases to which they are applicable and in which they are not inconsistent with the bylaws or the special rules of order of the council. (Ord. 627 §1 Ex. 1(part), 1983).

2.48.080 Amendments to bylaws.

The council’s bylaws may be amended upon a favorable vote of all members of the council. (Ord. 627 §1 Ex. 1(part), 1983.
