CITY COUNCIL MEETINGS

2.04.010 Place and time.

A.    The city council shall hold their regular meetings on the first, second, and third Wednesday of every month. If any Wednesday is a holiday, the council shall determine an alternate day.

B.    Regular meetings shall start at five p.m. and end no later than nine p.m., unless a motion to extend is approved by a majority of the council. Regular meetings shall be held at City Hall. (Ord. 2023-07 § 1, 2023; Ord. 2010-07 § 1 (part), 2010)

2.04.020 Compensation due city councilmembers—Amount.

Members of the city council shall receive compensation for their services in accordance with the process established by Chapter 2.82 and the resolutions it authorizes, provided, however, that no change in compensation shall occur for any council member during his or her then current term of office. 2.04.030 Council committees.

A.    The council may establish ad hoc committees to consider special matters that do not readily fit the city council workshop structure or that require a special approach or emphasis. These council committees shall be formed by consensus of the council or a majority council vote at a regular council meeting.

B.    Committees shall be advisory only and shall have no power to take final action on behalf of the city council unless specifically authorized to do so by the city council.

C.    Two of three committee members shall constitute a quorum for the purpose of transacting the business of the committee. The committee may adopt such other rules of procedure as may be appropriate to transact business.

D.    The committees shall keep minutes of their meetings including actions and recommendations to the city council.

E.    The chair of each committee shall report to the council the findings and recommendations of the committee at the next regular council meeting following a meeting of the committee. The report shall be summarized in the city council’s minutes. In the absence of the chair, any other member of the committee may make the report to the council.

F. No more than three members of the city council shall be present at any committee meeting, unless notice has been given to the city clerk sufficiently in advance of the committee meeting to enable the city clerk to give public notice of a special meeting of the city council.
