18.49.010 Purpose.

The purpose of IL districts is to provide areas for less intensive manufacturing and industrial uses; warehousing, distribution operations; and retail uses to serve the district. (Ord. 1917 § 1 (part), 1997).

18.49.020 Permitted uses.

The following uses are the only uses permitted in IL districts:

A.    Warehousing and packaging of nonhazardous material; granaries, grain and seed processing; underground petroleum storage and distribution facilities; miniwarehouses for the storage of personal effects normally associated with dwelling units;

B.    Truck, trailer, manufactured home, heavy machinery, marine, auto and farm implement sales, service and rental; vehicle repair, body and fender shops; service stations which may include convenience stores; truck and car wash and steam cleaning;

C.    Plumbing, heating machine, welding, electrical, sheet metal, and similar shops to include sales and service; lumber and building material storage and sales;

D.    Commercial laundries and dry cleaners;

E.    Veterinarians (Section 18.60.230) and kennels;

F.    Sign and upholstery shops;

G.    Industrial and scientific research laboratories and science-based industrial and manufacturing facilities;

H.    Residences for night watchmen;

I.    Administrative and business offices and vocational technical schools; financial institutions;

J.    Accessory uses and structures related to a permitted use;

K.    Lumber and building materials stores; welding, machine, plumbing and blacksmith shops;

L.    Off-street parking lots;

M.    Landscape gardening sales and service;

N.    Manufacturing including the manufacture of food product additives such as leavenings, flavoring extracts and preservatives; cosmetics and pharmacology products; prosthetic devices, medical and dental supplies; furniture and fixtures; professional and scientific products;

O.    Fabrication;

P.    Nursery schools and day care centers;

Q.    Wholesale businesses and wholesale storage and distribution; wholesale printing and publishing;

R.    Microbrewery manufacture and sales; wine manufacturing and/or tasting rooms;

S.    Tow truck companies and automobile storage yard; provided, that all outdoor storage of automobiles, tow trucks and materials is surrounded by a sight-obscuring fence or wall six feet in height. (Ord. 2221 § 1, 2001: Ord. 1917 § 1 (part), 1997).

18.49.030 Additional uses.

The following uses require approval of a permit in accord with Chapter 18.75:

A.    On-site hazardous waste treatment and storage facilities when accessory to a permitted use, and subject to state siting criteria (Section 18.75.050);

B.    Public and quasi-public uses (Section 18.75.050);

C.    Similar uses (Section 18.75.070);

D.    Restaurants, cafes/deli;

E.    Foundry casting nonferrous metals;

F.    Manufacturing of building materials;

G.    Wholesale glass and wood fabrication and assembly;

H.    Manufacture of plastic, rubber and metal products. (Ord. 2221 § 2, 2001: Ord. 1917 § 1 (part), 1997).

18.49.040 Development standards.

Development standards for industrial, light (IL) districts are as follows:

A.    Minimum Setbacks. Front: none, but ten feet if abutting a residential district; side and rear: none, but twenty feet if abutting a residential district.

B.    Maximum building height: no limit.

C.    Off-street parking in accord with Chapter 18.63.

D.    Signs in accord with Chapter 18.72.

E.    Site Review. Site review, in accord with Chapter 18.75, is required for each new use and expansion of an existing use.

F.    Solid Waste Receptacles. All solid waste receptacles must be surrounded on at least three sides by a minimum five-foot high sight-obscuring fence or wall. Such enclosures and receptacles are not permitted within required street frontage areas.

G.    Landscaping. A ten-foot sight-obscuring buffer must be landscaped on the side and rear setback areas when abutting a commercial or residential zone. (Ord. 2221 § 3, 2001: Ord. 1917 § 1 (part), 1997).
