No application shall be made to the State Retirement Board by the Puyallup city council for continuation of a member in service who has on or after January 1, 1956, attained the age of 70 for any period or for any reason whatsoever, provided, however, that should an original member have attained the age of 70 without 10 years of service credit, then application may be made by the Puyallup city council to the State Retirement Board for a continuation of such member in service for a period sufficient to enable the member to attain 10 years of service credit, but in no event shall such application be made for a continuance of such member in service for a period in excess of one year.
