10.28.010 State speed laws applicable.

No person shall drive a vehicle on a city street in excess of 25 miles per hour, unless the maximum speed has been modified by this chapter. Based on an engineering and traffic investigation, or in the case of a new street, based on the street classification as set by the city’s comprehensive plan, certain speed limits have been determined on specified streets. It is unlawful for any person to drive a vehicle in excess of 25 miles per hour when no speed limit is posted, or in excess of any posted speed limit, as determined by this chapter. 10.28.020 Speed limit on state highways within city limits.

Any alteration of maximum limits on state highways within the city limits shall not be effective until such alteration has been approved by the Secretary of Transportation. The following speed limits have been set by the Washington State Department of Transportation for the state highways within the city limits:

(1) Forty-five miles per hour speed limit zones:

SR 167 (River Road) from westerly city limits to 15th Street N.W.;

(2) Forty miles per hour speed limit zone:

SR 161 (North Meridian) from Valley Avenue to northerly city limits;

(3) Thirty-five miles per hour speed limit zones:

SR 167 (River Road) from 15th Street N.W. to North Meridian (SR 161);

(4) Thirty miles per hour speed limit zones:

10.28.030 Speed limits set on city streets.

It is determined that the permitted speed shall be:

(1) 35 miles per hour speed limit:

North Meridian (SR 161) from Valley Avenue to northerly city limits;

Valley Avenue from North Meridian (SR 161) to westerly city limits;

East Main from 15th Street S.E. to easterly city limits;

East Pioneer from 7th Street S.E. to easterly city limits;

North Levee Road from North Meridian to westerly city limits;

Shaw Road from East Pioneer to southerly city limits;

South Meridian from 9th Avenue to southerly city limits;

West Stewart from 5th Street N.W. to westerly city limits;

West Pioneer from 18th Street S.W. to westerly city limits;

Valley Avenue from North Meridian (SR 161) to easterly city limits;

9th Street S.W. from 15th Avenue S.W. to southerly city limits;

15th Street S.E. from East Main to East Pioneer;

15th Avenue S.W. from South Meridian to 5th Street S.W.;

23rd Avenue S.E. from Shaw Road to Wildwood Drive;

31st Avenue S.W. from South Meridian to westerly city limits;

37th Avenue S.E. from South Meridian to 5th Street S.E.;

Parkwood Boulevard from Wildwood Drive to Rainier Boulevard;

Rainier Boulevard from Parkwood Boulevard to Wildwood Drive;

Olympic Boulevard from Parkwood Boulevard to Everglades Court;

(5) Posting. Speed limits, other than the 25 miles per hour limit imposed by this section, shall become effective upon the erection and maintenance by city forces of signs designating such speed limit at each end of the specified speed zone. Sign placement and spacing shall meet the Manual on Uniform Traffic Control Devices (MUTCD), as required by state traffic laws. 10.28.040 Stop streets.

Repealed by Ord. 2624. (Ord. 1522 § 25, 1968).

10.28.050 Regulation of speed by traffic signals.

The public works director or his/her designee is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner. (Ord. 2624 § 1, 1999; Ord. 1522 § 26, 1968).

10.28.051 Reduced speed during special events.

The public works director or his/her designee is authorized to reduce the speed limit on South Meridian between 9th Avenue and SR 512, and on 5th Street S.W. between 9th Avenue and 15th Avenue, to 25 miles per hour. The speed reduction will be effective during the Western Washington Fall Fair to promote pedestrian safety. The reduction in speed limit will be posted appropriately and after the special event the speed limit will resume to the specified speed limit set by this section. (Ord. 2624 § 1, 1999).

10.28.057 Double fine for speeding in roadway construction work zones.

When regulatory signs are erected in advance of any roadway construction work, stating that fines are double within that work zone, pursuant to RCW 46.61.527 a person found to have committed any infraction relating to speed restrictions in the roadway construction zone shall be assessed a monetary penalty equal to twice the penalty assessed under RCW 46.63.110. This penalty may not be waived, reduced or suspended. (Ord. 2624 § 1, 1999).

10.28.060 Speed in school zones.

Nothing in this chapter shall be construed as increasing the lawful speed in school zones as set forth in the traffic laws of the state applicable thereto. (Ord. 1603 § 3, 1972).
