A. Departments of the City of Quincy located in the Administration, Police and Public Services Facilities shall be open to the public from nine a.m. to five p.m. Monday through Friday, for nonemergency, routine business matters, except holidays. All other departments of the City of Quincy shall be open to the public from the hours of eight a.m. to five p.m.

B. For purposes of this section, “holiday” means the following days:

1. The first day of January, commonly known as New Year’s Day;

2. The third Monday of January, commonly known as Martin Luther King, Jr. Day;

3. The third Monday of February, commonly known as Presidents’ Day;

4. The last Monday of May, commonly known as Memorial Day;

5. The fourth day of July, the anniversary of the Declaration of Independence;

6. The first Monday in September, commonly known as Labor Day;

7. The eleventh day of November, commonly known as Veterans Day;

8. The fourth Thursday in November, commonly known as Thanksgiving Day;

9. The Friday immediately following the fourth Thursday in November;

10. The twenty-fourth day of December, commonly known as Christmas Eve; and

11. The twenty-fifth day of December, commonly known as Christmas Day.

C. If the holiday falls on a Saturday, then the holiday will be observed on the preceding Friday, and if the holiday falls on a Sunday, then the holiday will be observed on the following Monday; provided, that if the twenty-fourth day of December falls on a Sunday then it will be observed on either the preceding Friday or the following Tuesday upon the Mayor’s sole discretion.
