2.25.010 Time of meetings.

The city council will meet on the first and third Mondays of each month at the hour of 6:00 p.m., except when the scheduled day is a legal holiday recognized by the city. In the event that the first or third Monday of a month is a legal holiday, the city council will meet on the Tuesday immediately following the Monday which is a legal holiday at the hour of 6:00 p.m. (Ord. 1785 § 1, 2011; Ord. 1725 § 1, 2007; Ord. 1612, 1999; Ord. 1607, 1999; Ord. 1329 § 1, 1980; 1958 code § 1.04.010. 2.25.020 Place of meetings.

The meetings of the city council will be held at City Hall, Raymond, Washington, unless the council shall by a majority vote agree to conduct any meeting at some other designated place and notice of the place of the meeting has been provided as is required for notice of a special meeting as set forth in RMC 2.25.030. 2.25.030 Special meetings.

Special meetings of the city council may be called by the mayor or any four members of the city council by written notice delivered to each member of the council at least 24 hours before the time specified for the proposed meeting. In addition, the city shall comply with the notice provisions of RCW 42.30.080 as the same exists now or may be hereafter amended. (Ord. 1725 § 1, 2007)

2.25.040 Executive sessions.

Executive sessions may be held during a regular or special meeting of the city council in the manner and for the purposes described in RCW 42.30.110 as the same exists now or may be hereafter amended and as otherwise provided by applicable statutory or case law. (Ord. 1725 § 1, 2007)

2.25.050 Mayor to preside over meetings.

A. The mayor shall preside over all meetings of the city council, when present, but shall have a vote only in the case of tie votes of the council members with respect to matters other than the passage of any ordinance, grant, or revocation of franchise or license, or any resolution for the payment of money.

B. In the absence of the mayor, a mayor pro tempore appointed by affirmative vote of the majority of the members of the city council shall preside over the meetings.

C. In the absence of the mayor and the mayor pro tempore, the remaining members of the council may appoint a council member to preside over the meeting.

D. Service as mayor pro tempore or as a council member presiding over a meeting shall not in any way abridge a council member’s right to vote on matters coming before the council at any such meeting. (Ord. 1725 § 1, 2007)

2.25.060 Quorum.

At all meetings of the council, a majority of the council members should constitute a quorum for the transaction of business, except that the passage of any ordinance, grant or revocation of franchise or license, and any resolution for the payment of money shall require the affirmative vote of at least a majority of the whole membership of the council.
