23.01.010 Purpose.

The comprehensive plan shall serve as a guide for the formation of public policy regarding the use of public and private lands in order to enhance the quality of life of Richland residents. This plan will provide guidance for the development of specific public facilities, programs, and for land use management regulations. [Ord. 28-05 § 1.02].

23.01.020 Amplification of plan.

In accordance with Section 2.07(J) of the Richland City Charter, the comprehensive plan shall hereafter be progressively amplified, augmented and amended by including more completely planned areas consisting of natural homogenous communities, distinctive geographic areas, or other types of districts having unified interests within the total area of the municipality as well as that land located adjacent to the existing boundaries of the city and by including additional functional elements in the plan and amplifying and amending those in the plan to adjust to the current and projected needs of the city. 23.01.030 Plan adopted.

There is hereby adopted as a current and flexible guide to coordinate the public and private development of property and other resources of the city of Richland that certain comprehensive plan adopted by the Richland city council on October 6, 1997, amended on December 14, 1998, December 7, 1999, December 19, 2000, October 16, 2001, December 2, 2002, December 3, 2003, December 7, 2004, December 6, 2005, December 19, 2006, December 4, 2007, December 2, 2008, November 17, 2009, August 3, 2010, November 16, 2010, November 27, 2012, November 19, 2013, November 18, 2014, December 1, 2015, and November 15, 2016, updated as required by law on October 3, 2017, and amended on October 1, 2019, which is on file with the city clerk and consists of general goals and policies relating to economic development, land use, transportation, utilities, capital facilities and housing, and also includes a revised urban growth boundary land use plan map.
