1.80.010 Definitions.

As used in this chapter the term “fire department” shall mean the volunteer fire department of the city of Ritzville, and the term “fireman” or “firemen” shall include any regular member or members of said fire department. (Ord. 432 § 1, 1955).

1.80.020 Enrollment under “Volunteer Firemen’s Relief and Pension Act.”

Every fireman of the fire department shall be enrolled under the relief and compensation provisions of Chapter 41.24 RCW entitled “Volunteer Firemen’s Relief and Pension Act,” as amended.

Any fireman, so electing, may enroll under the pension provisions of said Act, to avail himself of the retirement provisions thereof. Such election shall be signified in writing, signed by the fireman and filed with the city clerk/treasurer. (Ord. 1092 § 42, 2005; Ord. 432 § 2, 1955).

1.80.030 Costs of enrollment – Who pays and amount.

The city of Ritzville shall collect an annual fee of $12.00 from each fireman electing to avail himself of the retirement provisions of said Act and shall pay the same together with an additional fee of $13.00 to be paid by the city each year to the Treasurer of the state of Washington for the Firemen’s Relief and Pension Trust Fund, which payment shall include and provide the protection for death and disability without any additional payment.

The city of Ritzville shall pay an annual fee of $3.00 to the Treasurer of the state of Washington for the Firemen’s Relief and Pension Trust Fund for each fireman who does not elect to enroll under the pension provisions of said Act, for the purpose of affording the members of its fire department with protection from death or disability as provided in said Act.

In the event that the annual fees described above shall be changed from time to time by statute, the fees provided herein shall be deemed amended accordingly. (Ord. 432 § 3, 1955).

1.80.040 Limitation on membership.

The membership of the fire department shall not exceed 25 firemen for each 1,000 in population or fraction thereof of the city of Ritzville; provided, that in no case shall the membership of the fire department be limited to less than 15 firemen; and provided further, that within said limits the city council may from time to time fix and prescribe the number of members of the fire department by motion. Admittance to membership shall be determined by the fire department organization, and reports of the secretary of said organization shall be made to the city clerk/treasurer and to the board of trustees hereinafter described and to the State Auditor and/or treasurer from time to time as the membership therein shall change. (Ord. 432 § 4, 1955).

1.80.050 Board of trustees – Members – Powers and duties.

There is hereby created and established a board of trustees for the administration of this chapter and of said Volunteer Firemen’s Relief and Pension Act. Such board shall consist of the mayor, city clerk/treasurer, one city councilman, the chief of the fire department, and one member of the fire department, to be elected by the members of such fire department and annually thereafter. The duties and powers of said board of trustees shall be as provided in said Act. (Ord. 432 § 5, 1955).

1.80.060 Volunteer Firemen’s Relief and Pension Act adopted.

Chapter 261 of the Laws of the State of Washington for the year 1945, entitled, “Volunteer Firemen’s Relief and Pension Act,” as amended, be and is hereby referred to and is adopted by the city of Ritzville and made a part of this chapter as though fully and completely incorporated herein so far as the same applies to the city of Ritzville.
