BLOCKING STREETS OR SIDEWALKS – PERMITS

7.40.010 Blocking street or sidewalk prohibited.

It shall be unlawful for any person, firm or corporation to in any manner blockade or obstruct any public street, alley, crossing or sidewalk within the corporate limits of the said city without a permit. (Ord. 1092 § 133, 2005; Ord. 105 § 1, 1903).

7.40.040 Exception – Legal sale.

No permit shall be required from sheriff, auditor of other officer in making any sale under or by virtue of the laws of Washington, city of Ritzville, or order of court. (Ord. 105 § 2, 1903).

7.40.050 Violation – Penalty.

Any person, firm or corporation violating RCC 7.40.010 and 7.40.040 shall be deemed to have committed an infraction punishable in accordance with RCC 1.02.010, General penalty. (Ord. 1092 § 136, 2005; Ord. 105 § 3, 1903).

7.40.060 Police officers to disperse crowd.

It shall be the duty of all marshals and police officers to disperse any crowd blocking or obstructing any public street, alley, crossing or sidewalk in the corporate limits of the city of Ritzville. Any person refusing to move on when so ordered by any such marshal or police officer shall be deemed to have committed a civil infraction punishable in accordance with RCC 1.02.010, General penalty. (Ord. 1092 § 137, 2005; Ord. 105 § 4, 1903).

7.40.070 Permit – Application and issue.

It is hereby made the duty of the duly appointed committee on permits of the city to have charge of the issuing of said permits, and any person desiring such permit shall make application in writing to the clerk, said application setting forth where such permit is desired and the purpose for which the applicant desired to assemble such crowd or use such public street or alley, whereupon the permits committee may, if it deems that no business may be injured thereby and that the travel or traffic of said city or any citizens thereof will not be inconvenienced or impeded, issue such permit. (Ord. 105 § 5, 1903).

7.40.080 Permit – What to contain.

Such permit shall state the time and place and purpose for which permission is granted to use any such public street or alley and shall be signed by the clerk/treasurer of the city. (Ord. 1092 § 138, 2005; Ord. 105 § 6, 1903).
