8.04.010 Collecting or transporting garbage without license prohibited.

It is unlawful for any person to collect and transport within the city any manure, garbage, offal, refuse, sewage rubbish, night soil or waste material which may be detrimental to public health or offensive or unsightly, except such person, firm or corporation to whom a business permit shall be awarded, unless said garbage is his own.

8.04.020 Mandatory garbage collection.

Every person, firm, partnership, association or corporation occupying any premises within the city shall comply with the terms of the city of Rock Island comprehensive solid waste and recycling collection disposal agreement with Washington Waste Hauling and Recycling Inc., adopted by Rock Island Ordinance No. 98-012, which agreement is incorporated herein by this reference as if fully set forth. (Ord. 99-036 § 1).

8.04.030 Frequency of removal for residences.

The occupants of all residences and apartment houses in the city shall remove or cause to be removed all garbage, manure, offal and all other noxious waste, animal or vegetable matter, noisome, putrid or offensive or liable to become such, at least once a week.

8.04.040 Frequency of removal for places of business.

All proprietors and operators of all businesses and places of business in the city where garbage, manure, offal and noxious waste, animal or vegetable matter, liable to decay is created or accumulated shall at least once a week remove or cause to be removed all such material and all other rubbish and waste material at least once a week or more often if required.

8.04.050 Scattering garbage prohibited.

It is unlawful for any person, firm or corporation to throw, place or scatter any garbage, rubbish, ashes, trash, sewage or other refuse over or upon any street or alley in the city, or to pile or place the same upon any premises in the city, except for purposes of removal at the time and within the period specified in this chapter.

8.04.060 Removal of dead carcass.

No person, firm or corporation shall allow the dead carcass of an animal or fowl owned by him to remain within the city limits for a period of more than 24 hours after the death of same and shall upon its death cause the same to be removed from the city.

8.04.070 Licensee to comply with state regulations.

A garbage collector must provide a place and manner of disposing of garbage, manure, offal, sewage and dead animals in accordance with the regulations of the State Department of Health.

8.04.080 Waste oils and greases.

Repealed by Ord. 99-036.

8.04.090 Violation – Penalty.

Any violation of the provisions of this chapter shall constitute a misdemeanor punishable as set forth in RIMC 1.20.010. (Ord. 99-036 § 3).
