SNOW AND ICE REMOVAL AND PARKING

12.08.010 Parking on city streets.

Except as otherwise provided herein, it shall be unlawful to park, store or otherwise leave vehicles on any portions of streets within the city limits during the “snow removal season” which is defined to be between November 1st, and March 1st of the following year. The term “vehicle” as used in this chapter shall mean and include: automobiles, tricks, motorcycles, house trailers, watercraft, boats, boat trailers, horse trailers, other trailers and any other wheeled object. 12.08.020 Parking allowed – Parking unlawful.

A. On-street parking of vehicles, off of the traveled portion of the city street, shall be allowed in the snow removal season in front of homes with even-numbered street addresses on even-numbered days of the month, and in front of odd-numbered homes on odd-numbered days of the month.

B. It shall be unlawful for any person to cause or allow any vehicle registered in the name of, operated by, or controlled by the person to be parked upon any street for a longer continuous time than 24 hours within the city of Rock Island, on all streets not otherwise regulated. 12.08.030 Penalties.

A. Violation of RIMC 12.08.020(A) shall be considered a civil infraction. Upon the first conviction for a violation of this subsection during any one snow removal season, there shall be imposed a monetary penalty of $50.00. Upon subsequent convictions for additional violations during any one snow removal season, there shall be imposed a fine not to exceed $500.00 for each such subsequent violation.

B. Violation of RIMC 12.08.020(B) shall be considered a civil infraction. Upon the first conviction for a violation of this subsection during any one week, there shall be imposed a monetary penalty of $50.00. Upon subsequent convictions for additional violations that occur during any one month, there shall be imposed a fine not to exceed $500.00 for each such subsequent violation. (Ord. 08-098 § 1).

12.08.040 Towing unauthorized vehicles.

In addition to the monetary penalties set forth in this chapter, any violation of this chapter may result in the application of Chapter 10.06 RIMC pertaining to unauthorized, abandoned and junk vehicles. In addition, if a vehicle is parked in violation of the terms of this chapter and creates a continuing obstruction to snow removal and/or traffic flow, the vehicle may be towed and impounded as ordered by a law enforcement officer.
