12.24.010 Purpose.

The council of the city of Rock Island has determined that it will be in the best interest of the public health, safety and welfare if certain streets are designated as arterial roadways and other streets are designated as secondary roadways.

12.24.015 Definitions.

A. “Arterial” means a major street in the urban system and correspondingly has the highest average daily traffic (ADT). It generally receives many collector or subcollector streets and/or is the major route to significant activity centers.

B. “Collector” means a typical street receiving traffic from residential subcollector streets. The collector carries through traffic and can lead to activity centers.

C. “Subcollector” means a typical residential street recognized as the lesser through street of a residential grid. While vehicular traffic could often travel through on a subcollector, intersections are either uncontrolled or encumbered with stop signs, thus encouraging vehicles to use collectors or arterials for through traffic. 12.24.020 Arterial streets.

The following streets are designated as arterial streets:

A. Delaware;

B. Parkway;

C. Rock Island Drive;

D. Saunders Street. (Ord. 96-012 § 2).

12.24.030 Collector streets.

The following streets are designated as collector streets:

A. Third Street, S.W.;

B. Douglas Street;

C. Garden Avenue North; and

D. Garden Avenue South. (Ord. 96-012 § 3).

12.24.040 Subcollector streets.

The following streets shall be designated as subcollector streets:

A. First Avenue, S.W.;

B. Second Street, S.W.;

C. Akron Avenue;

D. Baker Avenue;

E. Cambridge Avenue;

F. Elgin Avenue;

G. Freemont Avenue;

H. Hanna Avenue;

I. Hanna Place;

J. Indiana Avenue;

K. Jefferson Avenue; and

L. Keane Avenue. (Ord. 96-012 § 1).

12.24.050 Access streets.

Repealed by Ord. 96-012.
