10.25.010 Adoption of Snowmobile Act.

Chapter 46.10 RCW has been previously adopted by reference under Chapter 10.05 RMC. [Ord. 893 § 1, 2000; Ord. 579 § 1, 1983.]

10.25.020 Additional regulations.

A. The Coal Mines Trail shall be declared the public access route to and from the city of Roslyn. The route that the trail takes through Roslyn shall be on Washington Avenue between A Street and Third Street. Snowmobilers using the Coal Mines Trail and the above-described route within the city limits of Roslyn shall comply with all regulations of this chapter and any and all laws of the city of Roslyn and the state of Washington. A committee composed of the mayor, chief of police, street superintendent and city operations chairman shall have the authority to designate certain streets as open to snowmobile traffic.

B. In order to facilitate access for residents only, for travel between the city and the open outlying areas surrounding the city and the Coal Mines Trail, the city streets are designated as snowmobile trails for ingress/egress purposes only. Ingress/egress shall be between the place of residence and the city limits or the Coal Mines Trail, by the shortest possible route. The ingress/egress provisions of this chapter are to construed as allowing ingress/egress to occur no more than twice daily. Such streets shall be posted in such a manner that users of the streets shall be informed that the streets are open to snowmobile traffic.

C. No use of snowmobiles to travel between points of destination located within the city limits shall be allowed.

D. In the use of the streets, motor vehicles and pedestrians shall have the right-of way with respect to snowmobiles.

E. No person under the age of 16 shall operate a snowmobile within the city limits of Roslyn. No person shall operate a snowmobile within the city limits of Roslyn without possessing a valid driver’s license.

F. The maximum speed limit within the Roslyn city limits shall be 15 miles per hour.

G. Each snowmobile must have a muffler in good working order and constant operation to prevent excessive or unusual noise.

H. Snowmobiles shall not operate on such streets unless the streets are covered with snow and ice. [Ord. 893 § 1, 2000; Ord. 657, 1989.]

10.25.030 Penalty.

Any person convicted of violating any of the provisions of this chapter shall, for each violation, be fined in any sum not exceeding $250.00. [Ord. 893 § 1, 2000; Ord. 579 § 3, 1983.]
