3.28.010 Domestic case surcharge.

An additional fee in the amount of $20.00 is hereby imposed upon the initial filing of all San Juan County superior court cases filed under RCW Title 26, which fee shall be collected by the San Juan County clerk and remitted to the San Juan County treasurer and shall be maintained in a separate account as provided by RCW 26.12.240 to be called the “court facilitator account.” (Ord. 11-2005 § 1; Ord. 11-2001 § 1)

3.28.020 Marriage license surcharge.

A fee in the amount of $15.00 is hereby imposed in addition to the fees set by RCW 36.18.010 upon the issuance of a marriage license by the San Juan County auditor, which fee shall be collected by the San Juan County auditor and remitted to the San Juan County treasurer and shall be maintained in the court facilitator account. 3.28.030 Use of funds in court facilitator account.

The court facilitator account is created by SJCC 3.28.010. The moneys in the court facilitator account may be spent only after appropriation. Expenditures from the account may be used only for the personnel, benefits, and maintenance and operations incident to the court facilitator program of the superior court to provide services and materials to assist persons who are not represented by counsel in civil cases brought pursuant to RCW Title 26. 3.28.040 Authority to impose fee for use of court facilitator.

A fee is hereby authorized for the reservation of the time of the courthouse facilitator in an amount not to exceed $50.00 per visit. Such fee may be payable at the time the reservation is made. Fees collected under this section shall be promptly remitted to the County treasurer and maintained in the court facilitator account for the uses set forth for that account. (Ord. 11-2001 § 4)

3.28.050 Trial court improvement account.

A. Pursuant to RCW 3.58.060, there is hereby created in the County treasury a trial court improvement account in the San Juan County criminal justice fund.

B. The state’s contribution to the district court judge’s salary shall be deposited in the trial court improvement account.

C. The County treasurer shall make a quarterly deposit of funds to the trial court improvement account in an amount equal to that received quarterly from the state for district court judge’s salaries.

D. The purpose of the trial court improvement account shall be to fund improvements to superior and district court staffing, programs, facilities, or services as appropriated from time to time by the County council.

E. Interest earned on funds in the trial court improvement account shall accrue to the account. (Ord. 15-2008 § 2; Ord. 16-2005 § 2)

3.28.060 Allocation of court fees to law library fund.

The County treasurer shall transfer $20.00 to the law library fund for every new probate or civil filing in superior court, including appeals and for counter claims, cross-claims, and third-party claims, and $7.00 for every civil action, counter claim, cross-claim or third-party claim filed in any civil action in district court as authorized by RCW 27.24.070.
