10.16.020 Unattended vehicles in ferry waiting lines.
It is unlawful for any person to leave a motor vehicle unattended in the waiting line at the Orcas or Lopez (Upright Head) ferry terminals while ferries are loading or unloading except vehicles on official business as determined by the County sheriff. (Res. 98-1975. Formerly 10.08.020(1))
10.16.030 Violation – Penalty.
Any violation of SJCC 10.16.020 shall be an infraction and subject to a fine of $25.00 for each violation thereof and the vehicle may be impounded and removed from line by the County sheriff. (Ord. 12-2012 § 1; Res. 8/6/45. Formerly 10.08.010(2), 10.08.020(2))
10.16.040 Restricted parking zones.
A. A restricted parking zone is created in which time limits are established for parking on all County road rights-of-way within Islandale Division No. 1 on Lopez Island, which applies to all vehicles, except vehicles for which a County permit has been issued and which are owned or used by either: (1) residents of Center and Decatur Islands; or (2) Lopez Island residents who have mooring buoys within Hunter Bay.
B. A restricted parking zone is created in which parking is only allowed with a County permit and subject to time limits in a County leased area within Roche Harbor Resort on San Juan Island, which applies to all vehicles. Permit parking is limited to residents of Henry, Pearl, Stuart, Satellite, Johns, and Spieden islands.
C. A restricted parking zone is created in which time limits are established for parking on County road rights-of-way in Orcas Village on Orcas Island, which applies to all vehicles. (Ord. 12-2012 § 2; Ord. 75-1993)
10.16.041 Restricted parking zones (Roche Harbor Resort).

10.16.050 County engineer – Authority.
The County engineer is hereby authorized to:
A. Establish parking time limits and install signs within all restricted parking zones established by this code;
B. Promulgate rules and regulations for the use of restricted parking zones, and implement a permit system and other actions as appropriate for restricted parking zones;
C. Establish a fee structure for vehicle permits to be reviewed annually by the County council. (Ord. 12-2012 § 3; Ord. 13-1995)
10.16.060 Restricted parking zone – Display of decal.
No person shall stop, stand or park a vehicle in violation of the posted or marked restrictions, including time limits, or when a permit or other authorization issued by the County is required as a condition for parking, unless a special placard or license plate has been properly obtained and displayed pursuant to RCW 46.61.582 or 46.61.583 on the vehicle. The issuance of a permit does not guarantee a parking space. (Ord. 12-2012 § 4; Ord. 13-1995)
10.16.070 Violation – Penalty.
Any violation of SJCC 10.16.060 or 10.28.015 shall be an infraction and subject to a fine of $25.00 for each violation thereof. (Ord. 12-2012 § 5; Ord. 13-1995)
