13.103.010 Utility oversizing.

Water and sewer main extensions must be sized and configured in accordance with this code, resolutions, and the city’s water and sewer system plans. If the public works director requires main extension sizing that exceeds the minimum allowable sizing for the project, the city’s public works director will reimburse the developer installing the oversized main for the differential cost in materials and installation for the greater pipe size. The term “pipe” also includes all oversized appurtenances such as valves, pumps, and fittings. Before installing the main extension subject to oversizing reimbursement, the developer must provide the public works director with certified bids for the cost of minimum allowable extension pipe size as installed and the greater pipe size. The public works director must review and approve the bids to determine the differential cost before any reimbursement is authorized. The oversizing reimbursement section may also be applied to those situations where the public works director requests an additional length of pipe to be constructed beyond the minimum allowable pipe length required by the project. The public works director will reimburse the developer for the differential cost of the pipe oversizing within 60 calendar days of the final acceptance of the installed main extension. By adopting this provision into the Sequim Municipal Code, the city council authorizes the public works director to adopt procedures and to enter into such oversizing agreements deemed necessary for implementation.
