2.94.010 Established—Purpose.

There is established a parks and recreation advisory committee to advise the city council on recreation matters enumerated in this chapter. (Ord. 1921-0518 (part), 2018; Ord. 1871-0615 § 1 (part), 2015: Ord. 1743-0109 § 1 (part), 2009)

2.94.020 Membership—Appointment.

Membership in the parks and recreation advisory committee shall consist of five members appointed by the mayor and confirmed by a majority vote of the city council. Each member must be a resident of Mason County. No more than two members at a given time may reside outside the Shelton city boundaries. The term of each member will be three years; provided, that two of the initial five members shall serve for two years, in order to achieve staggered terms of office. All subsequent appointments shall be for three years, or for the duration of an unexpired term in the case of and an appointment to a vacancy. 2.94.030 Organization—Meetings and record.

A.    The committee shall select its own chair from its membership and may create such other officers as it deems necessary. The committee will adopt by-laws governing the transaction of its business and the keeping of its records. A copy of the by-laws shall be kept on file in the city clerk’s office.

B.    Meetings of the committee shall be open to the public. Accurate minutes shall be kept of the proceedings of all meetings, and minutes shall be available to the public upon request. The advisory committee shall meet monthly unless the chair determines no meeting is necessary. (Ord. 1871-0615 § 1 (part), 2015: Ord. 1743-0109 § 1 (part), 2009)

2.94.040 Authority—Powers and duties.

The parks and recreation advisory committee shall have the following powers and duties:

A.    To make recommendations to the city council concerning the future park, playground and other recreation resources of the city through the planning and development of a parks capital improvement plan;

B.    To recommend updates of the comprehensive park plan to comply with the Washington State Recreation and Conservation Office grant in aid programs;

C.    To make recommendations to the city council regarding planning and development of public recreational facilities and programs;

D.    To cooperate with any departments and advisory bodies of the city and with public school authorities, Mason County, the state of Washington, other cities and public and private entities in the furtherance of a well rounded parks and recreation program;

E.    To make recommendations to the city council on rules and regulations regarding use of city recreational facilities to best serve the interests of the public;

F.    To serve as liaison between citizens and the city council on parks and recreation related matters;

G.    To make recommendations to the city council regarding any matters affecting parks and recreation programs;

H.    If requested by the city council or city manager, to provide advice regarding the employment of parks and recreation personnel;

I.    To carry out other parks and recreation related subjects assigned by the city council or by ordinance. (Ord. 1921-0518 (part), 2018; Ord. 1871-0615 § 1 (part), 2015: Ord. 1743-0109 § 1 (part), 2009)

2.94.050 Relationship to city council.

A.    Periodic meetings, at least annually, shall be scheduled between the parks and recreation advisory committee and the city council to discuss:

1.    The parks and recreation work program and priorities which should be held prior to the time of budget preparation; and

2.    The following year’s work program and any concerns about individual work program items.

B.    Committee members are encouraged to attend city council meetings whenever possible.

C.    The commissioner of public works will be the primary liaison between the council and the parks and recreation advisory committee.

D.    Parks and recreation advisory committee recommendations on plans and policies shall be presented to the city council by representatives of the parks and recreation advisory committee.

1.    If the city council desires additional information or wishes further consideration of the recommendations, the matter may be referred to the parks and recreation advisory committee again.

2.    When the city council refers an issue to the parks and recreation advisory committee, the city council shall specify the type of review and analysis desired from the parks and recreation advisory committee and when a response is needed.

E.    The council should notify the parks and recreation advisory committee when ad hoc and other advisory committees have recommendations requiring amendments to the parks and open space chapter of the Shelton comprehensive plan or to any ordinances relating to parks and recreation matters. 2.94.060 Staff services.

The parks and recreation director, or appointed designee, shall be responsible for considering the administrative and staff needs for the parks and recreation advisory committee and may assign staff to provide such services to the committee as he/she may determine. 2.94.070 Members not to be compensated.
