2.44.010 Definitions.

Unless the context clearly requires otherwise, the definitions in this section apply throughout this chapter.

(1) “Board” means the Veterans’ Advisory Board.

(2) “Director” means the Skagit County Administrative Officer or executive director of an agency contracted to provide veterans’ assistance for the County.

(3) “Veterans’ Services Coordinator” means the program staff for the administration of the Skagit County veterans’ assistance fund. The Coordinator may be an employee of Skagit County or with a contracted agency.

(4) “Veteran” has the meaning set out in RCW 73.08.005 and includes any person who:

(a) Has received a general discharge under honorable conditions; or

(b) Has received a medical or physical discharge with an honorable record. (Ord. O20150007 (Att. 1); Ord. 16524 § 1, 1997)

2.44.020 Veterans’ Advisory Board created—Purpose.

Per RCW 73.08.035, a Veterans’ Advisory Board is created to advise the County or contracted agency on matters relating to veterans and the veterans’ assistance fund established under RCW 73.08.080. (Ord. O20150007 (Att. 1); Ord. 16524 § 2, 1997)

2.44.030 Powers and duties of Board.

The Veterans’ Advisory Board shall:

(1) Recommend guidelines to the Veterans’ Services Coordinator for expenditures from the veterans’ assistance fund;

(2) Review and adjudicate all appeals from applicants who feel they were treated improperly or denied assistance unfairly in accordance with policies and procedures of the veterans’ assistance fund to be adopted by the Board;

(3) Advise the County Commissioners and/or contracted agency on budgetary enhancements to the veterans’ assistance fund;

(4) Recommend policies and procedures for management of the veterans’ assistance fund;

(5) Review and advise the Director on applications for the Coordinator position. The Director will make the final appointment after full consultation with the Veterans’ Advisory Board;

(6) Perform such other duties as may be requested by the County Commissioners. (Ord. O20150007 (Att. 1); Ord. 16524 § 3, 1997)

2.44.040 Composition of Board.

(1) The County must solicit representatives from either local branches of nationally recognized veterans’ service organizations or the veterans’ community at large, or both, to serve on the Board.

(2) No less than a majority of the Board members must be members of nationally recognized veterans’ service organizations.

(3) Only veterans who are residents of Skagit County may serve as Board members.

(4) Board members are appointed by and serve at the pleasure of the Board of County Commissioners. (Ord. O20150007 (Att. 1); Ord. 16524 § 4, 1997)

2.44.050 Compensation.

Members of the Board serve without compensation but the County may reimburse members for reasonable expenses. (Ord. O20150007 (Att. 1); Ord. 16524 § 5, 1997)

2.44.060 Organization of Board.

The Board may adopt policies and procedures as necessary to perform its duties. (Ord. O20150007 (Att. 1); Ord. 16524 § 6, 1997)

2.44.070 Severability.

If any provision of this chapter or its application to any person or circumstances is held invalid, the remainder of the chapter or the application of the provision to other persons or circumstances is not affected. (Ord. O20150007 (Att. 1); Ord. 16524 § 7, 1997)
