9.10.010 Definitions.

“Public place” means and includes streets and alleys, public highways or public buildings, public meeting halls, schools, playgrounds, parks, restaurants, stores, professional offices (and waiting rooms used in conjunction therewith) filling stations, and public conveyances of all kinds and any other place of like or similar nature which are open to and generally used by the public with the consent, expressed or implied, of the owner of the place or premises. 9.10.020 Urinating in public.

A. A person is guilty of urinating in public if he or she intentionally urinates or defecates in a public place, other than a washroom or toilet room, under circumstances where such act is or could be observed by any member of the public situated in or near a public place.

B. Urinating in public is a misdemeanor. (Ord. 2002-07 (part))

9.10.030 Disorderly conduct.

A. In addition to that conduct proscribed by the Legislature in RCW 9A.84.030 (as now exists or hereafter amended) a person is guilty of disorderly conduct if he or she intentionally causes, provokes or engages in any fight or brawl in a public place.

B. Disorderly conduct is a misdemeanor. (Ord. 2002-07 (part))

9.10.040 Possession of drug paraphernalia.

A. In addition to the behavior proscribed by the Legislature in RCW 69.50.412 (as now exists or hereinafter amended) it is unlawful for any person to use, or possess with intent to use, drug paraphernalia to plant, propagate, cultivate, grow, harvest, manufacture, compound, convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, produce, process, prepare, test, analyze, inject, ingest, inhale or otherwise introduce into the human body a controlled substance, as defined by this chapter and RCW Chapter 69.50, as now or hereafter amended.

B. Possession of drug paraphernalia shall be a misdemeanor. (Ord. 2002-07 (part))
