PAYROLL CLEARING FUND

3.36.010 Created.

There is created a fund, known and designated as the payroll clearing fund, into which shall be paid and transferred from the various funds an amount of money equal to the various salaries and wages and other compensations due city employees. References in this chapter to “the fund” shall be deemed to refer to the payroll clearing fund established in this section. (Ord. 1206 § 3, 2018; Ord. 493 § 1, 1981).

3.36.020 Transfer of funds.

Whenever it is deemed necessary, the finance director is authorized, empowered and directed to transfer from the funds of the various departments to the payroll clearing fund sufficient moneys to pay the salaries, wages and other compensations of the employees of the various departments of the city. (Ord. 1206 § 3, 2018; Ord. 493 § 2, 1981).

3.36.030 Purposes of expenditures.

The payroll clearing fund shall be used and payments therefrom shall be made only for the purpose of paying and compensating employees of the city for services rendered, reimbursing authorized expenses and paying employee deductions to those persons, agencies and organizations entitled to such payments. 3.36.040 Issuance of warrants.

Following compliance with the process set forth in Chapter 3.85 SMC, the finance director is authorized, empowered and directed to issue warrants on and against the fund for payments authorized by SMC 3.36.030. All warrants issued on or against the fund shall be solely and only for the purposes set forth in this chapter and shall be payable only out of and from the fund. In lieu of issuing a warrant, if the fund is solvent at the time city payment is ordered, the finance director may elect to make payment by check, electronic payment, or credit card.
