13.16.010 Blanket utility permits authorized.

The city is authorized to issue to the holders of valid franchises for the use of the public right-of-way within the city for utilities services a blanket utility permit as described in this chapter, upon approval of the city engineer. (Ord. 769 § 5, 1996; Ord. 606 § 1, 1988).

13.16.020 Scope of permit.

A blanket utility permit shall authorize all connections between an existing main and a utility customer, without the necessity of an individual permit for each such connection, for a period of two years, subject to the requirements of this chapter, the terms of the blanket utility permit and the rules and regulations for blanket utility permits as established by the city planner/utilities director. (Ord. 606 § 2, 1988).

13.16.030 Fees.

There is imposed a fee of $250.00 for the issuance of a blanket utility permit. The fee for each connection made under authority of the blanket utility permit shall be the same as for an equivalent individual permit for such connection or for similar activities in the public right-of-way as established by ordinances or resolution, which fees shall be payable on a quarterly basis. 13.16.040 Notice of connections under blanket utility permit.

Each holder of a blanket utility permit shall notify the city planner/utilities director not less than three days prior to making any connections under authority of the blanket utility permit. The city planner/utilities director may, in his sole discretion:

A. Approve the connection, if the proposed connection does not significantly interfere with the public use of the public right-of-way, and does not create any significant hazards, given the use of normal and customary control measures;

B. Conditionally approve the connection, if some additional conditions are deemed necessary to minimize the interference with the public use of the public right-of-way, or to protect the public health, safety or welfare; or

C. Reject the connection under authority of the blanket utility permit, and require an individual permit application.

In the absence of a conditional approval or rejection by the city planner/utilities director, the proposed connection shall be deemed approved. (Ord. 606 § 4, 1988).

13.16.050 Revocation of blanket utility permit.

The blanket utility permit of any franchise holder who fails to comply with the requirements of this chapter, the terms of the blanket utility permit or the rules and regulations established by the city planner/utilities director may be revoked at the discretion of the city engineer.
