15.05.020 Definitions.

A. “Applicant” means a person, group of persons, corporation, association or other business entity of any kind whatsoever which applies to the department for a development permit.

B. “Basic permit” means a building permit for a single-family residence which is issued by the department based in part upon an approved registered plan.

C. “Department” means the department of community development of the city of Snoqualmie.

D. “Director” means the director of the department.

E. “Dwelling unit” means one or more rooms designed for occupancy by one family for living and sleeping purposes, containing kitchen facilities and rooms with internal accessibility, for use solely by the dwelling’s occupants.

F. “Model home” means a dwelling unit constructed and used for the purpose of display, not to be occupied during its use as a model home.

G. “Option” means a design or structural variation depicted on a registered plan.

H. “Registered plan” means a complete set of construction drawings for a single-family residence which, when approved by the department, is registered and may be used as the construction drawings in subsequent basic permit applications.

I. “Registered plan approval holder” means the person, group of persons, corporation, association or other business entity of any kind to whom or to which a registered plan approval is issued.

J. “Single-family residence” means a detached building designed exclusively for occupancy by one family and containing one dwelling unit. (Ord. 793 § 1, 1997).

15.05.030 Purpose.

It is the purpose of this chapter to implement the Uniform Building Code as adopted by reference in SMC 15.04A.010(A) by specifying the scope, application requirements and standards for the residential basic permit and the model home permit. (Ord. 793 § 1, 1997).

15.05.040 Registered plans and residential basic permits authorized – Procedures – Appeal.

The director is hereby authorized to implement by administrative rule a registered plan/residential basic permit program; provided, notice of the proposed administrative rules shall be published 30 days prior to the effective date thereof, and interested parties shall be given the opportunity to comment thereon. A notice of adoption shall be published, and any party deeming himself aggrieved by the administrative rules may appeal to the city council within 15 days after the date of publication of the notice of adoption. 15.05.050 Fees.

Fees for review of plans for registration as registered plans and for plan review and issuance of residential basic permits shall be as follows:

A.    Plan review for registration of plan

Sixty-five percent of the building permit fee as provided by Table 1-A of SMC 15.04A.140, based on the value of the building, plus current hourly rate as city council may establish by resolution for review of all additional elevations and options

B.    Plan review for residential basic permit

Thirty-five percent of the building permit fee as provided by Table 1-A of SMC 15.04A.140, plus current hourly rate as city council may establish by resolution for review of modifications to registered plan

C.    Building permit for residential basic permit

Permit fee as provided by Table 1-A of SMC 15.04A.140

15.05.060 Model home permits authorized.

Notwithstanding any other provision of this code, one or more model home permits may be issued prior to final plat recording when the requirements of this section are met. Model home permits shall be administered under the permit administration provisions of the Uniform Building Code as adopted in SMC 15.04A.010, subject to the following requirements:

A. The number of model home permits which may be issued for any approved preliminary plat, or division thereof, shall be determined by the director.

B. If the lots to be used for model home purposes are in a block of two or more contiguous lots, temporary uses may be incorporated onto one or more lots, including temporary offices, parking, parks and playgrounds, subject to the approval of the director of planning and parks, and subject to obtaining a temporary use permit, which shall authorize the temporary uses for a period of one year. The director may extend the temporary use permit for up to two additional periods of six months each.

C. Lots must be clear of restrictions or easements that may be subject to line changes before recording.

D. Plat engineering plans must be approved.

E. Stormwater management facilities must be in place and/or approved for recording. Temporary erosion control must be completed.

F. Roads must be constructed to final alignment and grade such that the building inspector can determine if connecting driveways meet city of Snoqualmie standards.

G. Fire flow for the final plat must be constructed and operational.

H. Plat restoration bonds must have been received.

I. Street and lot addressing must be complete.

J. A plot plan for each lot is required.

K. Plan review and building permit fees must be paid.

L. A covenant must be provided to the city in recordable form providing that not more than one residential structure within the approved preliminary plat may be occupied prior to final plat recording.

M. The developer’s request shall include the following:

1. Building plot plans (22 inches by 34 inches) must be included as part of the plan set.

2. A statement from the developer, and builder of the model home if not the developer of the lots, that indemnifies and holds the city of Snoqualmie, its successors, and assigns harmless for any consequences resulting from starting construction prior to recording of the final subdivision, including cost of defense, claimed by persons within or outside of this subdivision. The developer and builder, if not the same, shall sign said indemnification and an acknowledgment that he/she/they did so as a free and voluntary act.

N. A model home permit for a registered plan may requested, subject to the provisions of SMC 15.05.040. (Ord. 1198 § 17, 2017; Ord. 808 § 2, 1998; Ord. 793 § 1, 1997).

15.05.070 Severability.

If a provision contained herein or its applicability to any person or circumstance is held invalid, the remainder of these provisions or their application to other persons or circumstances shall not be affected. (Ord. 793 § 1, 1997).
