21.10.020    Definitions.

21.10.010 Purpose of title – Project review not to be used for comprehensive planning – Comprehensive plan and development regulations to be reviewed at least every five years.

A. The purpose of this title is to implement the requirements of RCW 36.70A.130 for establishment of procedures whereby proposed amendments or revisions of the comprehensive plan are considered by the city council no more frequently than once every year, and the requirements of RCW 36.70A.470, to ensure that project review shall be used to make individual project decisions, not land use planning decisions, and to establish a means by which the city will docket suggested plan or development regulation amendments and ensure their consideration during the planning process.

B. The development review process pursuant to other titles of this code shall not be used as a comprehensive planning process. If, during the course of project review, deficiencies are identified in plans or regulations:

1. Project review shall continue; and

2. The identified deficiencies shall be docketed for possible future plan or development regulation amendment pursuant to the procedures of this title.

C. At least every five years, the city shall take action to review and, if needed, revise its comprehensive land use plan and development regulations to ensure that the plan and regulations are complying with the requirements of the Growth Management Act. (Ord. 827 § 1, 1998).

21.10.020 Definitions.

For purposes of this chapter:

A. “Docket” means to compile a list of suggested changes to the comprehensive plan or development regulations in a manner that will ensure public participation in suggesting changes, ensure that such suggested changes will be considered by the planning commission and city council, and ensure that suggested changes will be available for public review.

B. A “deficiency” in the comprehensive plan or development regulations means the absence of required or potentially desirable contents of the plan or regulation.

C. The “director” means the director of planning and parks or such successor office as may be established which includes the duties of the planning official of the city, or his designee. (Ord. 827 § 1, 1998).
