10.12.010 State Highway No. 7 – Speed limits designated.

It is unlawful for the operator of any vehicle to operate same upon Primary State Highway No. 7 inside the incorporated limits of the city at a speed in excess of 35 miles per hour from 6th Avenue S.E. on the southbound one-way ramp to 8th Avenue S.E., and at a speed in excess of 50 miles per hour from 8th Avenue S.E., southwesterly to the corporate limits at the west line of Section 30, Township 22 North, Range 27 East W.M. (Ord. 342 § 1, 1963).

10.12.020 Sign Route 17 – 20 miles per hour zone.

It is unlawful for the operator of any vehicle to operate same inside the incorporated limits of the city at a speed in excess of 20 miles per hour on the following described section of state highway:

Sign Route 17 (4th Street S.E. and 4th Street N.E.) from the south corporate limits at milepost 75.43 (Jct. 6th Avenue S.E.), northerly to milepost 76.03 at Jct. 3rd Avenue N.E., a distance of 0.60 miles. (Ord. 570 § 2, 1980; Ord. 407 § 1, 1970).

10.12.025 Sign Route 17 – 45 miles per hour zone.

It is unlawful for the operator of any vehicle to operate same inside the corporate limits of the city at a speed in excess of 45 miles per hour on the following described section of state highway:

Sign Route 17 from milepost 76.14 northerly to the north corporate limits at milepost 76.45. (Ord. 981 § 1, 2003).

10.12.030 Sign Route 17 – 40 miles per hour zone.

It is unlawful for the operator of any vehicle to operate same inside the incorporated limits of the city at a speed in excess of 40 miles per hour on the following described section of state highway:

Sign Route 17, southbound vehicles, from milepost 75.15 at Jct. 8th Avenue S.E., northeasterly to the beginning of the southbound ramp at milepost 75.50 (Jct. 5th Avenue S.E.), a distance of 0.35 miles. (Ord. 407 § 4, 1970).

10.12.040 Sign Route 17 – 30 miles per hour zone.

It is unlawful for the operator of any vehicle to operate same inside the corporate limits of the city at a speed in excess of 30 miles per hour on the following described section of state highway:

Sign Route 17 from milepost 76.03, at the junction with 3rd Avenue N.E., northerly to milepost 76.14. (Ord. 981 § 2, 2003; Ord. 570 § 2, 1980; Ord. 407 § 2, 1970).

10.12.050 Sign Route 17 – 20 miles per hour zone.

It is unlawful for the operator of any vehicle to operate same inside the incorporated limits of the city at a speed in excess of 20 miles per hour on the following described section of state highway:

Sign Route 17 (southbound ramp) from milepost 75.00 at the terminal of the southbound ramp, northeasterly to milepost 75.15 at Jct. 8th Avenue S.E., a distance of 0.15 miles. (Ord. 570 § 2, 1980; Ord. 407 § 3, 1970).

10.12.060 Sign Route 28 – 40 miles per hour zone.

It is unlawful for the operator of any vehicle to operate same inside the incorporated limits of the city at a speed in excess of 40 miles per hour on the following described section of state highway:

Sign Route 28, East Wye Connection, westbound lanes; all westbound vehicles from milepost 52.91 at Jct. 4th Street, S.E. (Sign Route 17), easterly to the east corporate limits at milepost 53.14, a distance of 0.23 miles. (Ord. 407 § 6, 1970).

10.12.070 Sign Route 28 – 50 miles per hour zone.

It is unlawful for the operator of any vehicle to operate same inside the incorporated limits of the city at a speed in excess of 50 miles per hour on the following described section of state highway:

Sign Route 28, southwest-bound lanes, southwest-bound vehicles from the southwesterly corporate limits at the west line of Section 30, Township 32 North, Range 27 East W.M. at milepost 52.38, northeasterly to milepost 52.59, a distance of 0.21 miles. (Ord. 407 § 5, 1970).

10.12.080 Violation – Penalty.

Repealed by Ord. 986. (Ord. 407 § 7, 1970).

10.12.090 Speed limits in parks and on city-owned properties.

A. It is determined that public safety requires speed limits less than those permitted on streets are necessary to be imposed within the city’s parks and upon other city-owned properties where citizens are permitted to operate motor vehicles within the limits of such properties on local access roadways.

B. The mayor, in consultation with the police chief, shall establish speed limits of either 10 or five miles per hour for local access roadways located within city parks or city-owned properties open to use by the public. The mayor shall file written notice of the establishment of such speeds with the city clerk. In the event the mayor shall fail to establish a speed limit for a roadway within a city park or a city-owned property, the speed limit shall be 10 miles per hour until changed as provided herein. The public works director shall cause all such roadways to be posted with the appropriate speed limit as if it were a public street.

C. The city council may establish a different speed limit for any street which passes through a city park or a city-owned property by provision for such in this chapter.

D. A speed limit of five miles per hour is established to protect pedestrians and other drivers within the limits of:

1. The East Beach Park and parking area;

2. The West Beach Park and parking area; and

3. The recreational vehicle park. (Ord. 986 § 1, 2003).

10.12.100 Violation – Penalty.

A. Any person violating any provision of this chapter related to the operation of a motor vehicle upon a street not located within a park or city-owned property shall be deemed to have committed a traffic infraction and shall be subject to a penalty to the same extent and in the same amount as such is provided by state law, administrative rule or court rule, as those may from time to time be amended and adjusted, for speeding.

B. Any person violating any provision of this chapter related to the operation of a motor vehicle upon a street located within a park or city-owned property shall be deemed to have committed a civil infraction and shall be subject to a C-15 penalty. (Ord. 986 § 1, 2003).
