2.40.010 Street fund and current expense fund.
Such amounts of money shall be paid into the street fund and current expense fund as may be directed and appropriated to the funds respectively by the annual tax levy ordinance. (Ord. 51 § 2, 1892)
2.40.020 Transfer of funds by resolution.
The city council shall have power by passing a resolution to direct the city clerk-treasurer to transfer such an amount of money as may be ordered by such resolution from either the aforesaid funds to any fund directed by such resolution. (Ord. 51 § 3, 1892)
2.40.030 Cumulative reserve fund for fire and police equipment.
There is created and established in the treasury of the city of Sumas a special fund to be known as the “cumulative reserve fund” for the purpose of purchasing equipment for the fire and police departments, including radio and automotive equipment and one fire truck. This fund is created pursuant to the provisions of RCW 35.21.070 to provide funds for the purpose of the purchase of equipment for the fire and police departments, including radio and automotive and one fire truck, and any materials and supplies reasonably necessary for the operation and maintenance of the city fire and police department. There shall be transferred to and held in the fund the moneys budgeted annually for the purposes for which the special fund is created, as well as any funds otherwise made available for the fund. The moneys in the fund may be allowed to accumulate from year to year and may be expended at such times and in portions as the city council shall determine; provided, that the moneys in the fund shall not be expended for any purpose other than specified in this chapter, except as provided by law. 2.40.050 Money transferred from fund.
The city clerk-treasurer is authorized to make said necessary transfers upon proper voucher and procedure required by law to make disbursements from said fund. (Ord. 594 § 2, 1960)
2.40.060 Warrants honored.
The clerk-treasurer be and is authorized to honor said warrants when in accordance with the other provisions of the law pertaining thereto. (Ord. 594 § 3, 1960)
2.40.080 Moneys received—Purpose of fund.
The clerk-treasurer of the city is authorized and directed to transfer from the street fund to this special arterial street fund one dollar for each three dollars received from the state of Washington under 1961 ex.s c 7, and that the proper officials of the city are authorized and directed to expend the moneys from said special arterial street fund for no other purpose except approved projects in the construction, improvement and repair of arterial streets. 2.40.090 Light deposit fund.
The fund known as the “light deposit fund” of the city shall be identified as Fund 622. (Ord. 1680 § 1, 2016: Ord. 1676 § 1, 2016: Ord. 1667 § 1, 2015)
2.40.110 Court trust fund.
There is a fund created and known as the “court trust fund” of the city identified as Fund 624. (Ord. 1681 § 1, 2016)
2.40.120 Court remit fund.
There is a fund created and known as the “court remit fund” of the city identified as Fund 632. (Ord. 1681 § 2, 2016)
2.40.130 EMS tax fund.
There is a fund created and known as the “EMS tax fund” of the city identified as Fund 633. (Ord. 1681 § 3, 2016)
2.40.160 Change fund.
A change fund shall be established at three hundred dollars and shall be added to be used for making change for various cash drawers as the need arises. (Ord. 1653 § 1, 2015)
2.40.170 Petty cash fund.
There is hereby established a separate fund to be known as the “petty cash fund.” This fund shall be utilized for the payment of miscellaneous expenditures for city business. This fund shall be maintained by the deputy clerk in the amount of one hundred dollars. In the event the deputy clerk is unable to maintain said fund for whatever reason, then the clerk-treasurer shall do so. Expenditures from the fund shall be reimbursed, as the need arises, by drawing warrants to be approved by the city council. Said fund is not to be used for personal cash advances regardless of whether secured by check, IOU, or any other means. (Ord. 1470 § 1, 2007: Ord. 1210 § 1, 1997: Ord. 938 § 1, 1987)
2.40.185 Storm sewer fund.
There is a fund created and known as the “storm sewer fund” of the city identified as Fund 410. (Ord. 1572 § 1, 2011: Ord. 1409 § 1, 2005)
2.40.200 REET I fund.
There is a fund created and known as the “REET I fund” of the city identified as Fund 301. (Ord. 1607 § 1, 2012: Ord. 1521 § 1, 2008: Ord. 1018 § 1, 1990)
2.40.205 REET II fund.
There is a fund created and known as the “REET II fund” of the city identified as Fund 302. (Ord. 1608 § 1, 2012: Ord. 1522 § 1, 2008: Ord. 1403 § 1, 2004)
2.40.210 Criminal justice, lo-pop fund.
(a) There is created a city fund to be known as “the criminal justice, lo-pop fund” of the city into which shall be deposited all moneys received from the state for that purpose.
(b) This fund will be introduced with the 1991 budget to include these moneys separate and distinct from the general fund. (Ord. 1029 §§ 1, 2, 1990)
2.40.215 Postage revolving fund.
There shall be and is created a fund to be known as the “postage revolving fund” of the city. This fund is to be utilized for the acquisition of postage for city purposes. This fund shall be maintained by the deputy clerk in the amount of four hundred dollars. In the event the deputy clerk is unable to maintain the fund for whatever reason, then the clerk-treasurer shall do so. Expenditures from the fund shall be reimbursed, as the need arises, by drawing warrants to be approved by the city council. The fund may not be used for personal cash advances or other expenditures or advances of city employees or other third parties unless advances are directly related to city business. 2.40.250 Economic development revolving fund.
(a) The fund created and known as the “economic development revolving fund” of the city is identified as Fund 104.
(b) A board of directors is established, including at least three members representing local businesses and community groups, to oversee and direct the activities of the fund, determine all criteria and conditions for the expenditure of funds, and establish terms and conditions of repayment, if any. 2.40.270 Water-sewer hookup fund.
The water-sewer hookup fund is established. (Ord. 1482 § 1, 2007)
2.40.330 Treasurer’s trust fund.
There is a fund created and known as the “treasurer’s trust fund” of the city, identified as Fund 631. (Ord. 1595 § 1, 2012)
