5.04.010 Contagious disease defined.

“Dangerous, contagious or infectious disease,” includes all diseases that have been or may be declared by the board of health to be dangerous, contagious or infectious. (Ord. 386 § 7, 1920)

5.04.020 Board of health established.

There is created a board of health for the city of Sumas, which board shall be composed of the members of the city council, the mayor, and the clerk-treasurer of the city, together with one duly qualified and licensed physician and surgeon resident therein, who shall be appointed by the mayor and shall be the executive officer of the board of health as herein constituted. The executive officer shall hold his office at the pleasure of the board and until his successor shall have been duly appointed and qualified, and in case of occurrence of a vacancy in his office, the mayor shall immediately fill the office by a new appointment. 5.04.030 Duties of health officer.

The health officer shall have supervision over all matters pertaining to the preservation of the health of the people of the town, subject to the supervision and control of the state board of health. He shall have authority to order the abatement or removal of any nuisance detrimental to the public health, and if such nuisance is not properly abated or removed to cause its removal or abatement at the expense of the owners of the property on which the nuisance is maintained. The expense, if not promptly paid, shall be collected with costs by due process of law by action by the town. (Ord. 386 § 2, 1920)

5.04.040 Quarantine procedure.

It shall be the duty of the health officer on the appearance of any dangerous, contagious or infectious diseases within the town, immediately to investigate all circumstances concerning such diseases, and at all time promptly take such measures for the prevention, suppression, and control of such diseases as may be needful and proper. The health officer to have the power to remove to and restrain in a rest house or isolation hospital, or to quarantine or isolate any person sick with any dangerous, contagious or infectious disease, until such sick person shall have thoroughly recovered and been disinfected. The health officer shall also quarantine, isolate, restrain, vaccinate or disinfect any person or persons exposed to any dangerous, contagious or infectious disease, in such manner and for such time as he may deem best in accordance with the rules of the state board of health. He shall also disinfect any room or house or building and the contents thereof, or any clothing, bedding, furniture, or other articles that may be infected, in such a manner that the danger of conveying any disease by such means shall be destroyed, and the expense of such disinfection shall be paid by the owners of the property disinfected, and if not promptly paid to be collected with costs by due process of law by suit by the town. In case of a quarantine of any person or persons in any house or store, within the town, it shall be the duty of the health officer to give notice to all persons of the locality of the person or persons quarantined, and to place a printed sign on the front and rear of any such building indicative of the contagious or infectious disease quarantined, which sign shall be not less than one foot square with the name of the disease printed thereon in plain letters not less than two inches in height. 5.04.050 Report of dangerous disease.

Whenever any physician shall attend any person sick with any dangerous, contagious or infectious disease, required by the state board of health to be reported, he shall within twenty-four hours give notice thereof to the town health officer within whose jurisdiction such sick person may then be. (Ord. 386 § 4, 1920)

5.04.060 Duty of marshal.

It shall be the duty of the town marshal to carry out the mandates and directions of the board of health and health officer. (Ord. 386 § 5, 1920)
