9.04.010 Short title.

This title may be known and cited as the “Traffic Ordinance.” (Ord. 651 § 85, 1967)

9.04.020 Definitions in general.

The following words and phrases when used in this title shall for the purpose of this ordinance have the meanings respectively ascribed to them in this article, unless where used the context thereof shall clearly indicate to the contrary. (Ord. 651 § 1, 1967)

9.04.030 Central business district.

Central business (or traffic) district consists of all streets and portions of streets within the area described as follows:

That part of the town of Sumas, Washington, bounded on the west by the west line of Railway Street, on the north by the north line of Boundary Street, on the east by the east line of Henry Street and Sumas Avenue, and on the south by the south line of Front Street. (Ord. 651 § 7, 1967)

9.04.040 Chief of police—Town marshal.

Where the terms chief of police or town marshal are used they shall refer to the chief police officer of the municipality. The terms shall be considered synonymous. (Ord. 651 § 84b, 1967)

9.04.050 Curb loading zone.

“Curb loading zone” means a space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. (Ord. 651 § 6(a), 1967)

9.04.060 Freight curb loading zone.

“Freight curb loading zone” means a space adjacent to a curb for the exclusive use of vehicles during the loading and unloading of freight. (Ord. 651 § 6(c), 1967)

9.04.070 Official time standard.

Whenever certain hours are named herein, they shall mean standard time or daylight-saving time as may be in current use in this town. (Ord. 651 § 4, 1967)

9.04.080 Park, parking.

“Park” or “parking” means the standing of a vehicle, whether occupied or not, otherwise than temporarily, for the purpose of and while actually engaged in loading or unloading merchandise or passengers. (Ord. 651 § 3(d), 1967)

9.04.090 Passenger curb loading zone.

“Passenger curb loading zone” means a space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers. (Ord. 651 § 6(b), 1967)

9.04.100 Police officer.

“Police officer” means every officer of the municipal police department or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations. (Ord. 651 § 5(a), 1967)

9.04.110 Right-of-way.

“Right-of-way” means the right of one vehicle or pedestrian to proceed in a lawful manner in preference to another vehicle or pedestrian, approaching under such circumstances of direction, speed and proximity as to give rise to danger of collision unless one grants precedence to the other. 9.04.120 Stand, standing.

“Stand” or “standing” means the halting of a vehicle, whether occupied or not, otherwise than for the purpose of and while actually engaged in receiving or discharging passengers. (Ord. 651 § 3(c), 1967)

9.04.130 Stop.

“Stop” when required, means complete cessation of movement. (Ord. 651 § 3(a), 1967)

9.04.140 Stop, stopping.

“Stop” or “stopping” when prohibited, means any halting, even momentarily, of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal. (Ord. 651 § 3(b), 1967)

9.04.150 Traffic division.

“Traffic division” means the traffic division of the police department of this town, or in the event a traffic division is not established, then said term, whenever used herein, shall be deemed to refer to the police department of this town. (Ord. 651 § 5(b), 1967)
