MISCELLANEOUS LIBRARY RELATED FEES AND CHARGES*

2.96.010 Generally.

No person may borrow materials from the Walla Walla Public Library until such fees and charges listed in Section 2.96.020 and 2.96.030, where applicable, have been paid in full. (Ord. A-3710 § 1(part), 1992).

2.96.020 Borrowing library materials – Fees.

The following fees shall be charged for borrowing materials from the Walla Walla Public Library:

C. Interlibrary Loan (applicable to all users in addition to all other fees which may apply)

$3.00 per item plus any fee charged by the lending library

D. Exam Proctoring (applicable to all users in addition to all other fees which may apply)

$10.00 per exam for each party examined

*Applies to persons who reside outside of the city limits of Walla Walla. Household charge covers borrowing only by persons who reside at the same permanent household address.

2.96.030 Improper use of library materials – Charges.

The following charges shall be assessed for the improper use of materials borrowed from the Walla Walla Public Library:

Interlibrary Loan Materials

According to price set by lending library

In the event that an item in a set cannot be practicably replaced, the replacement price of the entire set shall apply. Items will be considered lost if they have not been returned within thirty days after they are checked out.

B. The library may, at its discretion, repair any library material returned in damaged condition. Repair fees may be set and charged at the discretion of the librarian.

C. Replacement charges for lost items may be waived at the discretion of the librarian if an item is returned to the library in good condition. 2.96.040 Penalty for injury to property.

Any person who intentionally injures, defaces, or destroys any property belonging to or deposited in any public library, reading room, or other educational institution, is guilty of a misdemeanor and shall be punished as provided in Section 1.24.010 of this code. (Ord. A-3710 § 1(part), 1992).

2.96.050 Penalty for wilfully retaining materials.

Any person who wilfully retains any library material or other property belonging in or to any public library reading room or other educational institution, for thirty days after notice in writing to return the same, given after the expiration of the time that by the rules of such institution such article or the property may be kept, is guilty of a misdemeanor and shall be punished as provided in Section 1.24.010 of this code. 2.96.060 Surplus materials.

The Walla Walla Public Library is authorized to remove and dispose of library materials which are no longer needed in the library collection, that have been donated but are unwanted, that are factually obsolete, that are in a state of physical disrepair, or that are extra copies. Such materials are deemed to be surplus to the needs of the city of Walla Walla. The library is authorized to set and collect charges for disposition of surplus materials in its discretion.
