3.19.040 Capital project funds.

Capital project funds may be established by ordinance of the Walla Walla city council into which may be paid such moneys from general and unrestricted revenues of the city appropriated to a capital project and special and restricted revenues of the city, allowed to be used for such capital project by law and any regulations which may apply to such special and restricted revenues, as the city council may deem appropriate. Any moneys in a capital project fund at the end of the fiscal year derived from special or restricted revenues of the city shall not lapse except upon reappropriation by the council to another fund in the adoption of a subsequent budget which is made in accordance with the law and any regulations which may apply to such special and restricted revenues and which is not otherwise prohibited by state law or regulations of the Division of Municipal Corporations of the Office of the State Auditor. Any moneys in a capital project fund at the end of the fiscal year derived from general and unrestricted revenues of the city shall not lapse except upon reappropriation by the council to another fund in the adoption of a subsequent budget which is not otherwise prohibited by state law or regulations of the Division of Municipal Corporations of the Office of the State Auditor.
