3.31.040 Nonroutine expenses related to visiting officials.

Expenditures by the legislative and executive departments, respectively, for the entertainment of public officials and visiting dignitaries are declared to be in the best interest of the public and are authorized to the extent that items therefor are included from time to time in the budget and appropriations therefor are duly made.

A. Expenditures by the legislative and executive departments, respectively, for meals and entertainment in the city of Walla Walla for an official, employee, or representative of the city when representing the city in an official capacity are declared to be in the best interest of the public and are hereby authorized to the extent that items therefor are included from time to time in the budget, and appropriations therefor are duly made.

B. Elected officials of the city, officers, and employees with the specific approval of the city manager, shall be entitled to reimbursement when they are required to make necessary out-of-pocket expenditures within or without the city of a nature beyond those normally associated with the performance of routine official duties of such individuals, for purposes which principally promote, develop or publicize the city’s best interests. Reimbursement shall be limited solely to recovery of the out-of-pocket costs incurred by city personnel. (Ord. 99-6 § 28, 1999).

3.31.050 Forfeiture fund.

There is hereby created and established a fund to be known as the forfeiture fund for such money received by the city of Walla Walla pursuant to the provisions of RCW 9.46.231, 9.68A.120, 9A.83.030, 10.105.010, 46.61.5058, 69.50.505, or 70.77.440, or other statutes authorizing seizure and forfeiture. The moneys in the fund may be allowed to accumulate from year to year and unexpended appropriations shall not lapse, but shall be carried forward until fully expended or the purposes of the fund have been accomplished or abandoned as provided in RCW 35A.33.150.

Money in the forfeiture fund shall be segregated into accounts identifiable to the authority under which the money was received. Money in each account shall be used for the purposes authorized by the applicable statute or authority. Money for which unrestricted use is authorized or allowed by statute shall be used exclusively for the expansion and improvement of law enforcement activities. (Ord. 2009-08 § 1, 2009).
