2.08.010 Appointment of officers.

A. Commencing on January 1, 1995, the offices of city clerk and city treasurer shall be combined and shall thereafter be filled by one person who will be known as the city clerk/treasurer.

B. The office of the city clerk/treasurer shall be filled by appointment by the mayor, subject to confirmation by a vote of the city council. No appointment will be valid or in effect until such a vote has been taken, passed by the majority of the city council and recorded at a regular meeting.

C. The office of the city attorney shall be by appointment by the mayor, subject to confirmation by a vote of the city council. No appointment will be valid or in effect until such a vote has been taken, passed by the majority vote of the city council and recorded at a regular meeting. 2.08.020 Deputy city clerk and deputy city treasurer--Appointment.

2.08.030 Fire chief--Police chief.

A. In accordance with Substitute House Bill No. 902, individuals appointed as fire chief and/or police chief of the city after July 1, 1987, shall be excluded and not covered by the classified civil service provisions contained in Chapters 41.08 and 41.12 RCW, respectively, nor will they be covered by the city civil service commission rules and regulations.

B. Individuals appointed as fire chief and/or police chief after July 1, 1987, will serve at the pleasure of the mayor.

C. The city council and the mayor shall confer in order to establish qualifications for the position of chief of police. The salary of the chief of police shall be set by city council.

D. The city council and the mayor shall confer in order to establish qualifications for the position of fire chief. The salary of the fire chief shall be set by city council. (Ord. 1307 §2(B), 2015:  Ord. 847 §§1--3, 1987)

2.08.040 Police chief--Authority.

The chief of the police department shall have sole and absolute control and command over all persons connected with the police department of the city and all persons assisting at calls for police or law enforcement assistance within the city, and shall possess full power and authority at all calls for police department or jail services. 2.08.050 City administrator.

A. There is created the office of city administrator, which office shall be filled by appointment of the mayor pursuant to Chapter 35A.12 RCW. The terms of employment of the city administrator may be specified by a contract executed by the mayor. No provisions of the contract may be contrary to the requirements of state law or city ordinance.

B. Scope of Authority. The city administrator shall be the administrative and liaison officer for the city, under the direction and authority of the mayor.

C. Duties. The city administrator shall have the following specific duties, powers and responsibilities, in addition to others provided by this chapter or otherwise:

1. Under the direction and authority of the mayor, supervise, administer and coordinate the activities of the various city offices, departments, commissions and boards in carrying out the ordinances and policies of the council; and administer and supervise the carrying out of the decisions, regulations and policies of the various city departments, commissions and boards;

2. Report to the mayor and council concerning the status of all assignments, duties and functions of the various city offices, departments, commissions and boards;

3. In cooperation with the city clerk/treasurer, keep the mayor and council advised of the financial condition of the city and its future needs, and assist in the preparation and submission of a preliminary budget to the mayor and council;

4. Serve as personnel officer for the city, including, without necessary limitation, the hiring and discharging, subject to the approval of the mayor, of all city employees, except those employees and officers required by law to be appointed by the mayor;

5. Have knowledge in and engage in all aspects of labor relations and in collective bargaining negotiations;

6. Supervise all purchasing by the various city offices, departments, commissions and boards;

7. Supervise all expenditures by the various city offices, departments, commissions and boards, for the purpose of keeping the same within the limitations of the annual budget of the city;

8. Assist the mayor and council in conducting the city’s business in all matters and perform other duties as the mayor and council may direct;

9. Attend all meetings of the city council and such other meetings as may be suggested by the mayor;

10. Recommend for adoption by the mayor and council measures the city administrator may believe necessary.

D. Salary. The salary of the city administrator shall initially be set at ninety-five thousand dollars yearly and shall thereafter be that as established in the annual budget of the city of Wapato. (Ord. 2018-11 §1, 2018)
