2.20.010 Established.
There is established a police department reserve program to consist of such members as may be appointed by the chief of police. (Ord. 1307 §5(B), 2015: Ord. 687 §1, 1972)
2.20.020 Duties--Arrest power.
Members of the reserve program shall assist the police department of the city in its duties as may be determined by the chief of police and as outlined in state statute and/or Wapato police department policies. Members of the reserve program, while in the performance of officially authorized duties, shall have all those powers vested in them by the chief of police, but under no circumstances shall reserve policemen exercise any power while not in the performance of duties ordered by the chief of police or by a regular police officer; provided, no member of the reserve program shall have the authority to arrest for the commission of any crime other than the authority of a private citizen, except that after successful completion of two hundred hours of service to this reserve program and the police department, the member may be commissioned with full arrest powers by the chief of police. These powers are to be limited as the chief of police deems necessary or advisable. (Ord. 1307 §5(C), 2015: Ord. 718 §1, 1974: Ord. 687 §2, 1972)
2.20.025 Police chief responsibilities.
In addition to those responsibilities and functions otherwise set out in this chapter, the chief of police shall be responsible for establishing and effecting a training program for members of the reserve police department program, for promulgating rules and regulations for the conduct of such department program, for prescribing uniforms for the department program, and for supervising the performance of duties by the members of the reserve police department program. 2.20.030 Organization.
The reserve police department program shall be organized and administered by the chief of police, or by an officer of the police department assigned by the chief of police to that function. Ranks of reserve police officers shall be designated, and appointments made thereto, as the chief of police deems necessary or advisable. (Ord. 1307 §5(D), 2015: Ord. 687 §3, 1972)
2.20.040 Membership.
A. To be eligible for membership in the reserve police department program, each applicant must file application therefor with the chief of police, indicate his or her willingness to serve an average minimum of sixteen hours per month in the public service, meet the qualifications and requirements prescribed by the chief of police for membership in the reserve police department program, complete the training program, be appointed by the chief of police, take an oath of office, and be sworn in.
B. Members of the reserve police department program shall:
1. Be a citizen of the United States;
2. Be a resident of Yakima County, Washington;
3. Possess a valid Washington State driver’s license;
4. Not have been convicted of a felony or any offense involving moral turpitude; and
5. Successfully comply with the requirements of WAC 139-05-810 as amended and be of good moral character and otherwise demonstrate attributes necessary to perform the duties of a reserve police officer, all as determined by the chief of police. (Ord. 1307 §5(E), 2015: Ord. 687 §4, 1972)
2.20.050 Tenure.
A member’s appointment to the reserve police department program may be revoked by the chief of police at any time it appears to him that such member is not satisfactorily performing his duties as a reserve police officer, or if such member otherwise conducts himself or herself in a manner so that the chief of police determines that such appointment should be revoked. 2.20.060 Status of members.
A. A reserve police officer shall not be compensated for his or her duties.
All of the cost of furnishing uniforms and equipment, false arrest insurance, and training materials and supplies when the appropriation therefor has been indicated as an item in the current city budget may be provided.
B. Members of the reserve police department program shall not be members of the classified civil service system for police of the city. They shall not be entitled to any relief or pension benefits under any plan administered under state statute. (Ord. 1307 §5(G), 2015: Ord. 687 §6, 1972)
2.20.070 Police chief responsibilities.

2.20.080 Equipment, uniforms and identification.
A. Equipment. The police department will provide a badge, uniform, radio, and ballistic vest. The reserve officer is responsible for all other items such as an approved weapon, magazine shoes, duty belt, handcuffs, key holder, glove pouch, etc. All equipment must meet department requirements. All such badges, equipment and insignia shall be and remain the property of the city and shall be surrendered to the chief of police upon the termination of the membership of the officer.
B. Uniforms. Every reserve police officer shall wear his or her uniform while on duty as a reserve police officer, and shall not wear such uniform while not on duty. In the event that any items of uniform or equipment are issued by the chief of police to any reserve police officer, such items shall be and remain the property of the city and shall be surrendered by the member to the chief of police upon the termination of such member in the reserve police force.
C. Identification Card. The chief of police shall issue an identification card to each reserve police officer identifying that officer as a member of the reserve police department program of the city, which card shall contain a facial photograph of the officer. An officer whose membership in the reserve police department program is terminated shall immediately surrender his or her identification card to the chief of police.
D. Wearing a Badge and Carrying of Identification Card. The police badge is to be worn only when the reserve officer is authorized to wear the prescribed uniform. The identification card shall be carried by the reserve officer at all times. (Ord. 1307 §5(H), 2015: Ord. 687 §8, 1972)
2.20.090 Firearms.
A reserve police officer, but only while on duty in uniform and on assignment of duty in which the chief of police considers a firearm necessary, may carry a firearm, provided, each reserve police officer has qualified in a firearms training course under the direction of the chief of police as shown by a certificate to be issued by the chief of police or other qualifying agency or person.
