2.32.010 Created.

The city creates the parks and recreation commission, consisting of five members, who shall be appointed by the mayor and confirmed by the council. The commissioners shall appoint the chairman of the commission. The public works director, field supervisor and/or their designees shall attend the meetings as nonvoting consultants to the commission. No member nor either of the above-named consultants shall receive any compensation. The Wapato School District board of directors will be provided a meeting schedule at the beginning of each calendar year. (Ord. 1307 §8(A), 2015:  Ord. 943 §1(part), 1993: Ord. 853 §1, 1988)

2.32.020 Commission positions.

At least three, and preferably all members of the commission shall be residents of the city. No more than two of the five members may be appointed even though they do not reside in the city, if they reside within the boundaries of the Wapato School District. 2.32.030 Board members--Terms.

The first commissioners shall determine by lot whose term of office shall expire each year, and a new commissioner shall be appointed annually to serve for a term of five years in order that one term shall expire each year. Terms shall commence on January 1st each year and shall expire at midnight on December 31st of the term. (Ord. 1307 §8(C), 2015:  Ord. 853 §3, 1988)

2.32.040 Board members--Removal--Vacancy filling.

A. Members of the commission may be removed at any time by the mayor for no cause stated.

B. Whenever a commissioner is absent for three consecutive regular meetings of the commission or an aggregate of five regular or special meetings of the commission, unless permission is granted by a majority of the commission, the person’s right to the position may be terminated.

C. Upon the resignation or removal of any member, a successor shall be appointed by the mayor and confirmed by the council for the unexpired term. (Ord. 1307 §8(D), 2015:  Ord. 853 §4, 1988)

2.32.050 Meetings--Officers.

A. The parks and recreation commission shall hold not less than six regular meetings during any one calendar year. Meetings shall be in the city council chambers or other public location and all meetings shall be subject to the Open Public Meetings Act (Chapter 42.30 RCW). Regular meetings shall be held at such times and dates as a majority of the commission shall establish. A special meeting may be called at any time by the presiding officer, or by a majority of the members of the commission upon written notice delivered at least twenty-four hours before the time of such meeting as specified in the notice.

B. At the first meeting of the commission following January 1st of each year, the commission shall elect a vice chairman from its members. The chairman shall preside at meetings of the commission. The vice-chairman shall preside in the absence of the chairman.   The city will provide the necessary staff support to the commission.

C. A majority of the commission shall constitute a quorum for the transaction of business. A majority vote of those present shall be necessary to carry any motion. The commission shall establish bylaws or procedures for conducting its meetings. (Ord. 1307 §8(E), 2015:  Ord. 853 §5, 1988)

2.32.060 Duties.

A. The commission shall be advisory to the city council and director of public works regarding the general planning, supervision and control of all parks, recreational facilities and recreational programs of Wapato.

B. The commission may advise regarding: the development of recreation programs and park and recreational facilities; the conduct of any form of recreation; the management of all parks, grounds, promotions, needs assessments, surveys and program evaluations, acquisition, development, maintenance and operations, including restrictions on any compensation for concessions, privileges or fees in parks or facilities; and recommendations regarding entering into written contracts with the United States, the state, county or city, town, park or recreation district, school district or other entity or organization for the purpose of conducting a recreational program or exercising any duty of this chapter.

C. The commission may establish subcommittees at will to assist in carrying out their appointed duties. Membership in subcommittees is not limited to city residents, and may include representation from civic groups or other interested persons.

D. The commission shall make recommendations to and assist the director of public works in preparing a preliminary budget request for the ensuing year. The director shall submit the preliminary budget request, together with documentation and recommendations to the city clerk/treasurer and mayor for review in accordance with statute and ordinance. 2.32.070 Donations to city.

All persons desirous of making gifts of money, personal property or real estate for the benefit of the parks, recreation facilities or programs, or any other parks or facility of the city, or for the purpose of creating other parks or facilities in the city, shall have the right to vest the title thereto in the city, to be held and controlled when accepted according to the terms of the deed of gift, devise or request.
