2.70.010 Title.

There is created an advisory committee to be called the Wapato youth advisory committee.  (Ord. 1246 §1 (part), 2011)

2.70.020 Purpose.

The purpose of the Wapato youth advisory committee shall be to advise the city council, mayor, department heads and any other city boards or commissions on matters affecting the young people residing in the Wapato community.  (Ord. 1246 §1 (part), 2011)

2.70.030 Committee functions and duties.

The Wapato youth advisory committee shall have the following functions and duties:

A.  To establish a forum for meaningful open communication amongst young people in the Wapato community;

B.  To establish a direct line of communication between the young people of the Wapato community and the city council, mayor, department heads and other city boards or commissions;

C.  To encourage full and active participation in government by young people in the Wapato community; and

D.  To advise and provide information to the city council, mayor, department heads and other city boards or commissions regarding youth activities and young community members’ ideas and comments regarding various city projects or activities.  (Ord. 1246 §1 (part), 2011)

2.70.040 Committee goals.

The Wapato youth advisory committee shall promote leadership skills and the communication of ideas of youth.  The committee’s goals shall include, but not be limited to:

A.  Find solutions for local youth problems and report these to the city council.

B.  Provide youth in the community with an outlet for expressing interests and opinions.    

C.  Make the public aware of the committee, its program, and its goals.

D.  Suggest ways to improve the quality of life for young people in the Wapato community.  (Ord. 1246 §1 (part), 2011)

2.70.050 Membership.

The Wapato youth advisory committee shall be composed of no more than seven voting members and no less than four voting members, all of whom must reside within the Wapato school district.  Voting members shall be between, and including, the ages of thirteen and eighteen at the time of appointment.  Members shall be appointed by the mayor and confirmed by the city council during a regular city council meeting.  Members shall serve without compensation.  Adult advisors may be appointed to serve with the Wapato youth advisory committee as ex officio, nonvoting members.

In the event there are less than four voting members, committee activities shall be suspended until additional members are appointed to the committee.  (Ord. 1251 §1, 2011: Ord. 1246 §1 (part), 2011)

2.70.060 Term of office.

Members of the Wapato youth advisory committee shall serve one-year terms.  Members may be reappointed for subsequent terms.  In the event of a vacancy of any voting member position, the mayor shall appoint a successor for the unexpired portion of the term with confirmation by the city council.  A member may be removed from his or her position by the mayor, subject to approval by the city council, for neglect of duty, or any other reason.  (Ord. 1246 §1 (part), 2011)

2.70.070 Responsibilities.

The Wapato youth advisory committee’s responsibilities are as follows:

A.  Hold regular public meetings at least once per month, pursuant to a regular agenda, and to keep a written record of its proceedings, which shall be a public record, all in accordance with state law.

B.  Appoint a committee secretary to record and take notes during the meetings as well as to formulate the agenda for each meeting and disseminate it in advance of the meeting to the members of the committee and members of the community.

C.  Appoint a committee chair whose responsibility it will be to run the meetings in a fair and reasonable manner.  The committee may choose to adopt meeting procedures.

D.  Serve as advisors to the city council, the mayor, department heads and city boards and commissions.

E.  The committee shall adopt bylaws for the regular operation of the committee.

F.  Provide outreach to the Wapato community in an effort to place youth issues before Wapato residents in a positive manner.  (Ord. 1256 §1, 2011:  Ord. 1246 §1 (part), 2011)

2.70.080 Staff support.

The mayor shall appoint staff as he or she deems appropriate to assist and aid the Wapato youth advisory committee in the preparation of its reports and records as are necessary for the operation of the committee, including aid, when necessary, in the preparation of an agenda, how to record meeting minutes, and general meeting procedure at the beginning of any term wherein membership in the committee has changed.  One staff member may be assigned by the mayor the task of answering and responding to procedural questions of the committee members.  (Ord. 1246 §1 (part), 2011)
