A.  Crime Prevention Assessment.  In any case where an accused has been convicted of a criminal misdemeanor, there shall be in addition to any fine levied, a penalty in the amount of at least twenty-five dollars, which shall be nonsuspendable, which shall be paid to the police department’s special investigative drug account (SIDA), described in this section.  The fact that this penalty is imposed on each case shall not in any way reduce the obligation of the accused to pay any other assessment or fine prescribed by the court.
