DEPARTMENT OF COMMUNITY SERVICES AND STRATEGY

2.70.010 Department created – Director’s appointment.

There is created and established within the city a community services and strategy department. The head of the department of community services and strategy shall have the title of community services and strategy director and shall be appointed by the city manager. The community services and strategy director, under the provisions of this section, shall serve for an indefinite term at the pleasure of the city manager. (Ord. 1989 § 2 (Exh. A), 2025)

2.70.020 Department subdivisions designated.

The department of community services and strategy shall consist of the following sections, or as may be amended from time to time by the director:

(1) Parks, recreation and cemetery;

(2) Community engagement;

(3) Community aesthetics, which includes code enforcement;

(4) Economic development;

(5) Strategic planning and strategy. (Ord. 1989 § 2 (Exh. A), 2025)

2.70.030 Director’s duties designated.

The community services and strategy director, in addition to such duties as may be prescribed from time to time by the city manager, shall manage and administer the planning and programming of city parks and the memorial cemetery; shall co-manage and co-administer with the public works department the operations and maintenance of city parks and the memorial cemetery; shall manage and administer the community engagement program; shall manage and administer the community aesthetics program; shall manage and administer the economic development program; shall manage and administer the strategic planning and strategy program; provide technical assistance to other departments of the city; provide staff support to the park and cemetery board of commissioners, arts commission, planning commission, other assigned boards or commissions and city council on matters related to the department of community services and strategy; and prepare budgets and personnel recommendations relating to the department of community services and strategy.
