18.44.010 Purpose.

This district is intended to provide a companion use district for properties designated as “schools and public facilities” and “parks and open space” on the comprehensive plan maps. The institutional and public district provides for major institutional and governmental activities such as schools, public parks, government offices, utility structures, and other similar public and semipublic uses. Certain uses that are typically located adjacent or in close proximity to institutional uses may be permitted in areas designated as “schools and public facilities” as conditional uses. 18.44.020 Permitted uses.

The following list of permitted uses is illustrative and not exclusionary, and such uses are allowed only in accordance with the provisions of Chapter 18.88 WMC:

(1) Accessory uses and structures normally incidental to one or more permitted principal uses;

(2) Art galleries, libraries and museums;

(3) Auditoriums and civic centers;

(4) Cemeteries;

(5) Clubs, lodges, fraternal institutions and other places of public assembly for membership groups, operated on a nonprofit basis;

(6) Colleges and universities;

(7) Public and semipublic uses;

(8) Recreational facilities of a noncommercial nature, including parks, play fields, and golf courses;

(9) Schools, public, parochial, private, vocational, technical, business and others, nonprofit or operated for profit;

(10) Utilities and communication facilities, such as telephone exchanges, electric substations, and public television stations;

18.44.030 Conditional uses.

The following conditional uses shall only be considered for properties designated as “schools and public facilities” on the comprehensive plan maps; they shall not be considered for location on properties designated parks and open space. The following uses are allowed only in accordance with provisions of Chapter 18.72 WMC:

(1) Churches, temples, synagogues and places of worship, including cemeteries, subject to;

(2) Day care centers, subject to WMC 18.46.070;

(3) Essential public facilities, as defined in Chapter 18.06 WMC;

(4) Finance, insurance and real estate establishments;

(5) Hospitals, health and medical clinics;

(6) Institutionalized residential living facilities, such as personal care homes, nursing homes, convalescent homes, group homes, continuing care retirement facilities, and similar uses;

18.44.035 Prohibited uses.

The following uses are prohibited:

(1) Medical marijuana cooperatives as defined in RCW 69.51A.250.

(2) Recreational marijuana producers, processors and retailers as defined in RCW 69.50.101. (Ord. 1807 § 2 (Exh. A), 2016; Ord. 1764 § 2 (Exh. A), 2014)

18.44.040 Dimensional requirements.

Dimensional requirements shall be the same as for the CC community commercial district, as specified in WMC 18.32.030, Table 18.32-2. Uses in the IP district are subject to the buffer requirements specified in Table 18.48-1 of Chapter 18.48 WMC. (Ord. 1421 § 1, 2001; Ord. 1167 § 1, 1995)
