2.08.010 Officials – Appointment – Bond – Performance of duties.

The mayor shall appoint a clerk/treasurer, marshal, police justice, street superintendent and/or engineer, town attorney and such other subordinate officers as may be provided for. All such officials shall hold office at the pleasure of the mayor and shall not be subject to confirmation by the council; provided, however, that the police judge shall be removed only upon conviction of misconduct or malfeasance in office, or becoming of physical or mental disability rendering him incapable of performing the duties of his office. Said officials shall post a bond in such amount as will insure the faithful performance of their respective office, and they shall perform their duties and responsibilities as required by the laws of the state and the ordinances of the town. 2.08.020 Deputy marshals – Appointment – Powers and duties – Compensation – Removal.

The council may by motion at any regular or special meeting of the council provide for the appointment of one or more deputy marshals and fix their term of employment and their compensation, and said deputy marshal or deputy marshals, when ordered appointed, shall be appointed by the mayor. The deputy marshal or deputy marshals shall have the same powers and discharge the same duties as prescribed for the marshal and shall be subordinate to and under the control and direction of the marshal. Their compensation shall be allowed and paid as other bills against the town are allowed and paid; provided, that any deputy or deputies may be removed by the mayor at his pleasure, or by other procedure required by the civil service laws of the state, if applicable. 2.08.030 Electrician – Appointment – Compensation.

The electrician shall have charge of the operation, maintenance and construction of the electric light and power systems of the town, subject to the direct supervision of the council of the town, and shall discharge all duties which may be required of him by the council. He shall receive for his services such sum as set by the town. (Ord. 563 § 5, 1996; amended during 1980 codification; Ord. 70 § 7, 1910).

2.08.040 Town employees – Employment – Granting of authority.

The council may by resolution provide for the employment of any person or persons in the performance of any labor or services for the town and shall fix the terms of employment and the compensation therefor and may in its discretion grant, by resolution, the general authority to any officer of the town to employ any person or persons for the performance of any labor or service for the town, under terms of employment and compensation to be fixed by the council. Where not otherwise provided, such person or persons shall be appointed by the mayor and shall serve at his pleasure or until the expiration of the term of their employment. Their compensation shall be allowed and paid as other bills against the town are allowed and paid. (Ord. 70 § 8, 1910).

2.08.050 Public records officer.

The town clerk is hereby designated as the public records officer for the town of Waterville. The town clerk shall be the person to whom members of the public may direct requests for disclosure of public records of the town of Waterville and who will oversee the town of Waterville’s compliance with the public records disclosure requirements of the public disclosure laws of the state of Washington as now exist or are hereafter amended. 2.08.060 Board of health secretary – Duties – Compensation.

2.08.070 Police justice – Appointment – Office maintenance – Compensation.

Repealed by Ord. 564. (Amended during 1980 codification; Ord. 70 § 11, 1910).

2.08.080 Appointment procedure.

All appointments made by the mayor of said town in pursuance to the authority herein granted, shall be made in writing signed and dated by the mayor or person acting in his stead, filed with the clerk/treasurer of the town. All of said appointments shall be read at the next regular meeting of the council following such appointment, and spread upon the records of the proceedings of the council. (Ord. 70 § 13, 1910).

2.08.090 Qualification by oath.

The mayor and members of the council or the council shall qualify by subscribing an oath to faithfully discharge the duties pertaining to their respective offices, which oath shall be filed with the clerk/treasurer of the town. (Ord. 563 § 6, 1996; Ord. 70 § 14, 1910).
