2.36.010 Findings.

A. The Social Security Act has been so amended by the Congress of the United States as to permit political subdivisions of the several states to extend to their employees and officers the benefits of old age and survivors’ insurance.

B. The Legislature of the state has enacted a statute known as Chapter 184, Laws of 1951, which enables the political subdivisions of the state to take all action necessary to effectuate the coverage of their employees and officers under the old age and survivors’ insurance system.

C. It is the opinion of the town council that the extension of this Social Security System will be of great benefit not only to the employees of the municipality but to the municipality by attracting to it and enabling it to retain the best of personnel, and thus increase the efficiency of its government; and it is deemed that the payment by the municipality of its portion of the cost of said system is a payment for a municipal purpose. (Ord. 253, 1951).

2.36.020 Participation authorized.

The municipality shall become a participant in the Social Security System, and the benefits of old age and survivors’ insurance shall be extended to its employees and officers. (Ord. 253, 1951).

2.36.030 Execution of plans authorized.

The mayor and the town clerk/treasurer are authorized to execute and deliver to the Washington Department of Employment Security for its approval the plan or plans required under the provisions of Section 5 of the enabling act and of Social Security Act to extend coverage to the employees and officers of the municipality and to do all other things necessary to that end. (Ord. 253, 1951).

2.36.040 Payments and payroll deductions authorized.

The proper fiscal officers are authorized to make all required payments into the contribution fund established by the enabling act and to establish such system of payroll deductions from the salaries of employees and officers as may be necessary to their coverage under the old age and survivors’ insurance system. (Ord. 253, 1951).

2.36.050 Implementation authority.

The proper officials of the municipality shall do all things necessary to the continued implementation of said system. (Ord. 253, 1951).

2.36.060 Effective date.

The municipality shall become a participant in the Social Security System effective as of January 1, 1951. (Ord. 253, 1951).
