CUMULATIVE RESERVE FUND FOR SEWER SYSTEM DEVELOPMENT

3.36.010 Sewer system development – Fund creation.

A. There is hereby created a fund to be known and designated as the cumulative reserve fund for sewer system development, into which fund shall be paid all monies received by the city pursuant to WRMC 13.09.030.

B. The cumulative reserve fund for sewer system development created herein shall be used, and payments therefrom shall be made only for the purpose of paying for capital improvements to the city sewer system, which are system-wide in nature and are necessitated by and related to additional demands placed on the sewer system by new connections, said expenditures to cover facilities improvements, engineering costs and costs for the preparation of plans and studies related to the improvement of the sewer system and the acquisition of real property for the purpose of facility improvements and matching of federal and state grants for any of the foregoing.

C. The monies deposited in the cumulative reserve fund for sewer development shall be allowed to accumulate from year to year and may be expended from time to time as the city council shall direct; provided, however, taxes due the State of Washington, Department of Revenue associated with the collection of sewer development fees shall be expended when due.

D. No expenditure from the cumulative reserve fund for sewer service development shall be made from the fund for the purpose of paying for regular maintenance or repair of any existing sewer system within the city. [Ord. 26-99 § 1, 1999; Ord. 11-99 § 1, 1999; Ord. 307 § 7, 1979].

3.36.020 Sewer line development – Fund creation.

A. There is hereby created a fund to be known and designated as the cumulative reserve fund for sewer line development, into which fund shall be paid all monies received by the city pursuant to WRMC 13.09.040.

B. The cumulative reserve fund for sewer line development created herein shall be used, and payments therefrom shall be made, only for the purpose of paying for capital expenditures associated with the cost of additions to the sewer collection system, including interceptor lines and lift stations and all costs associated therewith, such as engineering costs, inspection costs, and the acquisition of right-of-way for the purpose of said line.

C. The monies deposited into the cumulative reserve fund for sewer line development shall be allowed to accumulate from year to year and may be expended from time to time as the city council shall direct; provided, however, that taxes due the State of Washington, Department of Revenue associated with the collection of the sewer line development fee shall be expended when due.

D. No expenditures from the cumulative reserve fund for sewer line development shall be made for the purpose of paying for regular maintenance or repair of any existing sewer line within the city. [Ord. 26-99 § 2, 1999; Ord. 11-99 § 1, 1999; Ord. 307 § 7(b), 1979].

3.36.030 Accumulation permitted – City council to direct expenditure.

The monies deposited in the cumulative reserve fund for sewer system development and the cumulative reserve fund for sewer line development shall be allowed to accumulate from year to year and may be expended from time to time as the city council shall direct; provided, however, those taxes due the State of Washington, Department of Revenue associated with the collection of sewer system development fees and sewer line development fees may be expended when due. 3.36.040 Prohibited expenditures.

No expenditures from the cumulative reserve fund for sewer system development or the cumulative reserve fund for sewer line development shall be made from the fund for the purpose of paying for the regular maintenance or repair of any existing sewer system within the city. [Ord. 307 § 7(c), 1979].
